The primary purpose of this position is: To serve as the Force Structure and Sustainment Manager. Responsible for administering, managing, and executing personnel force structure actions associated with BRAC, Total Force Integration (TFI), unit/mission changes, Site Activation Task Forces (SATAF) and A-76 conversions.

Duties

Plans, manages, executes, and evaluates the Air Combat Command Director of Personnel, Manpower, and Services' Forces Structure program. Leads in planning and directing command-wide enlisted personnel distribution. Plans, organizes, and directs the download and distribution of personnel database information surrounding activities of Force Structure and Assignments, ensuring all actions pertaining to systems, procedures and data complies with legal and regulatory requirements and meets the needs of ACC directorates and Functional Managers for personnel programming actions. Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DoD and Air Force military organizational structures, lines of authorities, delegation authorities, and numerous major operations and missions in order to match correct personnel with the correct requirement at the correct time. Expert knowledge of the Total Force Integration concept which includes the Guard and Reserve assignment and personnel programs and policies. Comprehensive knowledge and thorough understanding of officer and enlisted assignments, separations, retirements and associated personnel systems (MilPDS, AIRS, AMS, MPES), laws, regulations, policies, and processes. Ability to interpret those requirements and translate that knowledge into command operational requirements applied to HQ and wing level personnel and operations. Ability to develop and implement COMACC approved instructions for efficient management of various aspects of assignments. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of military human resource; force structure management; and manpower and organization concepts, laws, policies, practices; analytical and diagnostic methods, and techniques sufficient to solve a wide range of interrelated force structure issues and to provide advisory service to senior leadership. 2. Knowledge and broad understanding of Air Force and program goals and objectives; sequence and timing of key operational events and milestones; and methods of evaluating the planning actions related to actual events. Knowledge of DoD and Air Force force structure, missions, functions, goals, and objectives to effectively project and develop far-reaching ACC personnel staffing plans and strategies. 3. Knowledge of policies, practices and procedures involved in reviewing, analyzing, evaluating, and synthesizing officer, enlisted, civilian, Guard and Reserve authorizations and assignments sufficient to make recommendations based on personnel records, authorizations, manning percentages, Combat Air Force (CAF) mission priorities and other requirements. 4. Knowledge of MilPDS, MPES, AIRS, AMS, data management tools, and a variety of query tools (SAS), including the ability to perform complicated personnel data retrievals and manipulation. Knowledge and ability to use office automation software, hardware, and peripherals. Knowledge of analytical and diagnostic techniques and qualitative techniques to identify, evaluate and recommend a series of feasible solutions to resolve complex, unconventional, and controversial personnel assignment issues. 5. Skill to assess improvement areas for command level plans and programs for conducting major operations such as rescue, mission and flight operations, tactical airlift, deployment, mobilization, and exercise. Skill in applying, policies, practices and procedures involved in reviewing, analyzing, evaluating, and synthesizing officer, enlisted, civilian, Guard and Reserve authorizations and assignments sufficient to make recommendations based on personnel records, authorizations, manning percentages, Combat Air Force (CAF) mission priorities and other requirements. 6. Ability to use highly developed written and oral communication skills in order to develop and deliver effective briefings, project papers, status reports, and daily correspondence in resolving complicated personnel issues. Ability in designing and conducting comprehensive studies using, modifying, and manipulating MS Word, MS Excel, and MS PowerPoint documents and presentations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
