This position is part of the Council of Inspectors General Integrity Efficiency. The incumbent will be responsible for serveing as the technical expert in obtaining and maintaining facilities/real property throughout the USA.
Duties
Prepare, research, analyze, and plan for building maintenance, construction projects, and future requirements for multiple buildings.
Serve as the technical liaison between contractors, the procurement office, and all stakeholders. Coordinate maintenance, repairs, renovations, installations, and upgrades with GSA and the building lessor, as needed.
Ensure that internal and external building security integrity are maintained per GSA and FPS regulations and resolve issues. Manage the issuance of security card access to the facility.
Support the procurement of supplies, equipment, and services. Prepare and present periodic project/maintenance status and funding reports.
Prepare specifications, solicitations, requests for quotations/proposals, and reimbursable work authorizations (RWAs); ensure proper research of products and equipment; and review product/equipment specifications and pricing.
Serve as the GSA asset property manager. Maintain record inventory updates for accountable property. Remain knowledgeable of the latest federal government guidelines on facility management. Write and/or revise space and facilities operating procedures.
Qualifications
At the GS-13 level, you must meet the following qualification: Must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the position. Specialized experience for this position is defined as: Served as subject matter expert on all aspects of a relocation to include (but not limited to) matters relative to furniture acquisition and transfer, telecommunications equipment, computers, and associated systems as well as other technical equipment, and moving companies to be utilized. Independently resolves all issues/problems encountered during such a project; Provided guidance, direction, and/or oversight of lower-level specialists regarding proposed relocation sites; performs personal reviews of proposed relocation sites. Reviewed and approved all correspondence relating to the relocation before release; Conducted extensive on-site surveys of proposed relocation properties to determine actual space requirements; researched available funding; and determined personnel needs and the impact of other program areas on proposed projects. Provided input to supervisor and/or higher-level management concerning conclusions reached from survey results; Provided guidance and direction to Headquarters Divisions and Field Office personnel concerning lease management. Ensured proper procedures are being followed with regard to such items as oversight of lease contracts, utility bill verification, assignment and utilization of space, proper maintenance of reports concerning periodic building inspections, and the like.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no substitution of education at the GS-13 grade level.
