About the Position: Serves as a Supervisory Contract Specialist responsible for procuring and administering designated requirements portfolio from a range of commodities and services. Reviews contracts and other procurement documents for compliance with procurement regulations and policies, pertinent clauses and conditions, etc.

Duties

Supervise and train civilian/military employees engaged in solicitation development, solicitation, award, and administration of contract requirements. Perform as a warranted contracting officer, manage personnel workload, and oversee highly complex technical tasks, procurement methods, negotiations, and price analysis. Coordinate with technical and specialized personnel in formulating plans for specific acquisitions. Perform contract administration and management functions in accordance with Federal Acquisition Regulations and contractual agreements. Develop the acquisition objectives to obtain the requirements within the constraints dictated by anticipated or projected demands. Interpret contract agreements for Agency officials and contractors.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for CONTRACTING certification within 36 months as of entrance on duty.
  • One year trial/probationary period may be required.
  • This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations. Call back and emergency duty are regular requirements of this position.
  • The duties of this position require occasional temporary duty (TDY) travel up to 5% of the time.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Leading the negotiations conducted with contractors to reach reasonable expectations for all parties involved; 2) Implementing local policies to accomplish contractual actions for procurement activities; 3) Mentoring lower-level Contract Specialists on pre-award and post-award responsibilities; AND 4) Identifying appropriate contract procedures to ensure compliance with all applicable statutes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
