About the Position: Serves as a Contract Specialist responsible for the full range of contract functions encompassing issuing solicitations, evaluating proposals, conducting negotiations, and administering contracts. Perform all aspects of the procurement cycle through formal advertising, execution, and administration of supplies.
Duties
Ensures appropriate funding and required waivers, certifications, justifications, approvals, and compliances have been obtained for purchase requests.
Perform all post award contracting functions in the administration of contracts, purchase orders, Blanket Purchase Agreements.
Requests or performs price/cost analysis.
Conduct extensive negotiations during all phases of the procurement process.
Monitors contractors' performance for compliance with terms and conditions of contracts.
Prepares completed contracts for close out and retirement.
Develops and evaluates solicitations, and responses to solicitations, with well-defined statements of work and award factors.
Requirements
- One year trial/probationary period may be required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for CONTRACTING certification within 36 months as of entrance on duty.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- May be required to work overtime or non-standard tour of duty based upon mission needs of the contract.

Basic Requirement for Contract Specialist (1102):
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Provides pre and post award guidance to supported units on complex actions; AND 2) Monitors contractors' performance for compliance with terms and conditions of contracts; AND 3) Ensures appropriate documentation have been obtained for purchase requests; AND 4) Confirms funding is attained for assigned procurements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Natural Sciences; Social Sciences; Languages & Humanities; Communications; Education; Engineering & Technology; Business; Computers & Math; OR Healthcare Administration.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
