This position located in Marsh - Billings - Rockefeller National Historical Park, in the Division of Administration and Business Services.
The incumbent serves six NPS units or offices (Saint-Gaudens NHP, Marsh-Billings-Rockefeller NHP, Stewardship Institute, Springfield Armory NHS, Coltsville NHP, and New England NST) in four states. (New Hampshire, Vermont, Massachusetts, and Connecticut).
Open to the first 75 applicants or until 06/22/2024 whichever comes first.
Duties
Reviews, tracks, submits, and coordinates requests for approved classification actions and recruitment packages in consultation with the Human Resources and hiring managers.
Serves as the parks' primary liaison and contact to the Human Resources and personnel security office for PIV cards.
Coordinates and works with supervisors on employee performance, awards, and recognition
AOPC for park charge card program
Assists in timekeeping and procurement, budgeting and contracting
Maintains training records
Operates Mobile Credentialling Unit
Duties will be developmental in nature when filled below the full performance level.
Qualifications
Credit will be given for all appropriate qualifying experience. For current Federal employees, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For GS positions, to be considered for promotion, you must provide SF-50(s) that shows you held the next lower GS grade for at least one year. SF-50s that have an effective date within the past year (e.g., General Adjustment SF-50 from this year) do not clearly show that you meet the one-year time-in-grade requirement. That means if you submit an SF-50 dated within the last year, you must submit another SF-50 that is dated more than one year ago to clearly demonstrate you meet the time-in-grade requirements. SF-50's showing a Within Rate/Grade Increase (WRI/WGI) action can also be used to clearly show that you meet the one-year time-in-grade requirement. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience may include all of the following or similar job tasks: Providing a wide variety of administrative services to enable efficient operation of a business or program office; serving as a front line representative in a business organization to answer phone calls, greet internal and external customers; processing time and attendance records and human resources documentation with accuracy; processing travel authorizations and travel vouchers; maintaining filing system administrative documentation and of all incoming and outgoing, correspondence and reviewing written correspondence. Experience with management of personal property and/or a business level purchase card program to make purchases within established business rules. You must include hours per week worked.

EDUCATION: Successful completion of at least one full year of graduate level education (education must be in a field that demonstrates the knowledge, skills, and abilities necessary to perform the duties of this position). You must submit a copy of your transcripts.

Meet the criteria for Superior Academic Achievement (S.A.A.) as evidenced by one of the three following methods: I am in the upper third of my graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR I have a GPA 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in my major field or the required courses in the major field completed during the final 2 years of the curriculum; OR I am a member in one of the national scholastic honor societies. You must submit a copy of your transcripts.

To qualify for this position at the GS-09 grade level, you must possess the following minimum qualifications by close of the announcement:
Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience may include all of the following or similar job tasks: Providing general administrative services demonstrating the ability to analyze problems, identify contributing factors, gathering data and recommend solutions; analyzing work functions and processes to identify and drive process improvements; serving as a front line representative to answer phone calls, greet internal and external customers and create solutions or vector the appropriate referral; processing time and attendance records with accuracy; processing travel authorizations and travel vouchers; maintaining filing system of all incoming and outgoing correspondence and reviewing written correspondence. Experience with management of personal property and maintaining a personal property inventory system of records. Experience with human resource document processing and systems. Experience managing purchase card programs and making purchases within established business rules. Experience and strong interpersonal skills to advise staff and Division Chiefs on administrative functions to ensure accurate and timely business operations. You must include hours per week worked.

Education: Successful completion of a master's OR equivalent graduate degree OR at least two full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related (education must be in a field that demonstrates the knowledge, skills, and abilities necessary to perform the duties of this position). To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
