This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Incumbent works under the general supervision of the Water Control Data Management Unit Chief.
Duties
Uses professional knowledge and techniques to plan, coordinate, and execute all assigned functions of the District’s hydrologic field data collections and Stream Gaging Program.
Coordinates the activities of 7-10 employees engaged in taking stage readings, discharge readings, and water quality samples and the installation, inspection, reading and maintenance of a variety of gages and stage recording devices.
Directs subordinates in a variety of tasks pertaining to minor repairs, maintenance and installation of electronic equipment.
Formulates and manages the annual and midyear budget with justification for approval and inclusion in the Operation and maintenance program.
Ensures program budget meets scheduled obligations and expenditures throughout the fiscal year.
Serves as Program Manager of the Stream Gaging Program, responsible for the overall management of stream gaging field offices and crews, exercising the full range of personnel management authority.
Directs a subordinate staff of approximately 7 to 10 members located in two offices (New Orleans and Old River Control Complex).

GS-12Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Direct the work of employees performing engineering duties; 2) participate in the development and execution of engineering budgets; 3) utilize data collection processes, hydrologic equipment, surveying and/or perform gage adjustments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
