Duties
This position will allow you to use your expertise to prevent illegal entry of noncitizens into the United States by land, water, or air; enforce criminal provisions of the Immigration and Nationality Laws; and seek out and apprehend smugglers or noncitizens who are in the United States illegally. This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10).
As an Intelligence Research Specialist, you will apply a full range of analytical knowledge, skills, and abilities to provide finished intelligence and intelligence products in support of operations.
Identifying, reviewing, and evaluating large volumes of sensitive and complex information to conduct and develop in-depth strategic, operational, and tactical intelligence research, analysis, and reporting across all classification levels using advanced databases and intelligence systems to inform CBP decision makers with current and relevant intelligence.
Creating and maintaining relationships with internal and external stakeholders and facilitate the horizontal and vertical intelligence sharing and integration between multiple U.S. Border Patrol (USBP) entities and other domestic and bi-national law enforcement partner agencies in support of the U.S. Customs and Border Protection (CBP) and USBP Intelligence Enterprises (IE).
Collaborating with the CBP and U.S. Border Patrol IEs, other government agencies, foreign partners, and the Intelligence Community to identify threats, trends, and other items of interest related to the security of the United States to best leverage national intelligence resources, and relate USBP intelligence requirements and interests to Intelligence Community (IC) partners.
Utilizing established intelligence techniques to analyze data from a variety of sources to develop targets, trends, patterns, profiles, estimates, and studies to manage intelligence projects, including the intelligence flow between multiple USBP Sectors and other law enforcement partner agencies, and identifying intelligence gaps based on intelligence reporting on illicit migration, terrorism, drug smuggling, and money laundering which leads to arrest or intra or inter-agency criminal investigations is support of the CBP Operational mission.
Performing in a collaborative environment, while demonstrating the ability and skills to lead in autonomous projects, to include extensive report writing, and provide executive level briefings to foreign and domestic partners on intelligence research and products including but not limited to terrorism, illicit migration, and drug smuggling.
Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Applying knowledge of intelligence collection processes to support collection manager decisions.
Providing programmatic oversight and guidance to compilation, collation, extrapolation, and exploitation of information from varies systems and databases.
Using established intelligence techniques to analyze data from a variety of sources to develop targets, trends, patterns, profiles, estimates, and studies.
Conducting and oversees studies, preparing staff reports, and delivering briefings to intelligence and operational managers and leadership to enhance understanding and acceptance of findings and recommendations.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 06/24/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
