This position is located in San Francisco Maritime National Historical Park, in the Museum Management Program Division.
This is a temporary promotion not to exceed 1 year, and can be extended up to 5 years.
This temporary promotion can be made permanent without further competition.

Duties
Carries out the full scope of supervisory and personnel management responsibilities, including the recruitment, training, counseling and evaluation of cultural resource management staff. Creates culture of team work and inclusion. Listens to and resolves complaints from employees. Seeks counsel on more serious complaints. Ensure equal opportunity, fair and unprejudiced employment practices in the recruitment and selection of candidates.
Advise park leadership, Regional Office, and Washington Office in preservation issues relating to the park's cultural and natural resources including historic structures and vessels, museum management, cultural landscape, maritime history, and Maritime Research Center programs.
Implements formal and informal consultation under Section 106 of the National Historic Preservation Act (NHPA), for undertakings that may affect cultural resources. Coordinates all Section 106, NHPA, National Environmental Policy Act (NEPA), and Archeological Resources Protection Act (ARPA) compliance with park and regional office staff and State Historic Preservation Officer.
Provides overall professional and technical direction for the museum collection program; plans for and develops recommendations for programming priorities of all museum management functions, including all cultural, archival, and manuscript materials. Ensures that NPS and professionally recognized procedures are applied to museum collections acquisition, documentation, preservation, protection, access, use and disposal. Coordinates the documentation, preservation, protection, exhibition, and use of park collections whether housed in the park or an outside repository according to NPS guidelines.
Prepares and/or participates in the development of long-range plans for the inventory, evaluation, documentation, preservation, research, and interpretation of the park's cultural resources within the appropriate mission, objectives, and resources contexts.
You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.
The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.
Qualifications
All qualifications must be met by 11:59 EST or when the 'applicant cut-off' is reached (which may be sooner than 06/28/2024).
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
You must meet one of the following Basic Qualification Requirements at the time of application:
EDUCATION: Basic Education Requirement for the Historian, GS-0170
Degree: history; or related field that included at least 18 semester hours in history.
-OR-
Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education.
OR-
Basic Education Requirement for the Architect, GS-0808:
Degree: a bachelors or higher degree in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems

Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. AND Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required.

Basic Education Requirement for the Museum Curator, GS-1015:
Degree: museum work; or in an applicable subject-matter field.-OR-Combination of education and experience -- courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.-OR-Four years of experience that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study as shown above.

To qualify for this position at the GS-13 grade level, you must possess the following Minimum Qualifications by close of the announcement:
SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: directing cultural resource management or preservation programs; management of park collections or curatorial or historic research centers; conducting research to develop project planning approaches for stewardship of park resources; implementing programmatic evaluation; implementing diversity, equity and inclusion (DEI) initiatives; partnering with federal, state and other institutions; developing annual work plans and agreements; managing budgets; supervision of staff; or other similar work. You must include hours per week worked.
ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
