Duties
Manage, develop and maintain a regional program for the stewardship of historic structures and landscapes located in national park units located throughout the region.
Manage regional cyclic maintenance fund for historic structures and landscapes
Provide guidance, oversight, and accountability for the laws, policies, and practices for the preservation and protection of historic resources located in national park units and specifically for structures and landscapes.
Serve as regional advisor and technical expert for historic structures and landscapes.
Supervise interdisciplinary team and staff.
Physical Demands: This work will be mostly sedentary, though travel to field areas, sometimes under adverse conditions, is to be expected. Administrative aspects of the work are generally sedentary, as are the planning and analytic components of the research. At times, however, the incumbent is directly involved in field work which may be strenuous in nature. The potential for sustained endurance of arduous tasks in thus required.
Working Conditions: The work is performed in an office atmosphere or in the field in parks or with preservation partners at specific sites, as well as in archives or similar facilities. Most of the work is performed in an office or laboratory setting involving no unpleasant conditions. Field work, however, may involve exposure to adverse environmental conditions such as extreme heat, abnormal wind and dust, and lengthy exposure to the sun.
Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements; with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement.
Qualifications
All qualifications must be met by the closing date of this announcement-05/31/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
You must meet the at least ONE of the BASIC REQUIREMENTS, AND the SPECIALIZED EXPERIENCE requirement, described below. If qualifying on education, a copy of your transcripts must be provided with your application.
Basic Requirements for Historian:
Bachelor's degree (or higher) in history; or a related field, that included at least 18 semester hours in history.
-OR-
Combination of education and experience -- course work equivalent to a major in history or a major in a related field that included at least 18 semester hours in history, as shown above, plus appropriate experience or additional education. The quality of the combination demonstrates that I possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above. You must provide transcripts.
Basic Requirements for Landscape Architect:
Bachelor's degree (or higher) in landscape architecture or landscape design.
-OR-
Combination of education and experience -- that includes 1 year of experience for each year short of graduation, under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.
Basic Requirements for Architect:
Bachelor's degree (or higher) in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: 1.) Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering is substantially equivalent to those provided in the courses specified in paragraph A. 2.) Experience: that includes 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
- AND -
SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Identification, documentation, evaluation, monitoring, and preservation of historic buildings, structures, or cultural landscapes. 2) leading a program that included professional occupations related to American history, architecture, and historic landscape research methodologies and practices; 3) Implementing the principles of cultural resource management and historic preservation for cultural landscapes or historic structures; 4) Performing professional review of plans, studies, and similar documents for their compliance with historic preservation laws, policies, regulations, and guidelines for historic structures and cultural landscapes; such as Section 106 of the National Historic Preservation Act (NHPA) and environmental assessments under the National Environmental Policy Act (NEPA); and 5) Management of program funds. You must include hours per week worked.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
