THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a PROGRAM MANAGER (VICE AIR COMMANDER) (TITLE 32), Position Description Number D1469P01 and is part of the IL 182 AW, National Guard.
Duties
As a PROGRAM MANAGER (VICE AIR COMMANDER) (TITLE 32), GS-0340-14, you will provide leadership and management of the flying unit, to provide manpower, equipment, and training in peacetime, in preparation to perform the wartime mission.
Major Duties - This is NOT an all-inclusive list:
Assist the Air Commander in ensuring the formulation, presentation, justification, and execution of an allocated multi-million dollar budget involving several major force elements and state funds.
Through subordinate managers, ensure supply inventories are kept at proper levels; Stock Fund authorization will support unit activity level; logistics plans meet mobilization/mobility requirements and support war plans; procurement, contracting and payroll activities are proper, accurate, and timely.
Assist the Air Commander to plan, organize, direct and control real estate and facility construction, maintenance and repair, and utilization.
In conjunction with the Air Commander, negotiate and approve host/tenant agreements, memoranda of understanding, joint use and inter service agreements, leases, and licenses with military and civil agencies who provide and receive support, share resources, and inter operate with the unit.
Ensure proper and adequate security and safeguarding of property, aircraft and equipment, resources, and people entrusted to the unit/base.
Develop Resource Protection Plan which identifies high value/risk assets, evaluates potential threats, and sets levels of protection.
Assist the Air Command in communicating and coordinating items of interest and potential adverse impact at the highest levels of national, state, and local political leadership.
In conjunction with the Air Commander, represent the Air National Guard and state to foreign political and military dignitaries, including heads of state.
Coordinate policies, plans, programs, and requirements at the senior leadership levels of the Air Force, Major Command, war-time gaining commands, National Guard Bureau, and the Adjutant General's Office.
Directly and through group commanders, assist the Air Commander in determining unit goals which are the foundation for long and short range planning and execution of all unit programs, and provide a focus for all unit functions and activities.
Ensure goals coincide with national and state military strategies and local limitations.
Accommodate nontraditional military roles and missions such as foreign training, augmenting active Air Force training, disaster relief and drug interdiction.
Qualifications
AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:
The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
The SECOND area of consideration will be all current Federal Employees.
The THIRD area of consideration will be all Federal re-employment eligible.
The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
The FIFTH area of consideration will U.S. Citizens.
Military Grades: Officer Only - Minimum rank of Lt Col. Maximum rank of Col.
SPECIALIZED EXPERIENCE: GS-14 Level - MUST possess specialized experience which includes 12 months experience equivalent to the next lower grade and includes experience analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; experience preparing reports, plans, policies and various correspondence; experience evaluating objectives and developing plans to facilitate the availability and effective utilization of various resources; knowledge of the organization and its mission and utilizing the organizational staff procedures; experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.
SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized supervisory experience which includes experience managing the function of the work to be performed and experience which includes leading, directing and assigning work of personnel.
