THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM MANAGER (DOCTRINE, TRAINING, FORCE DEVELOPMENT OFF) (TITLE 32), Position Description Number D1780P01 and is part of the IL ANGHQ, National Guard.

Duties

As a PROGRAM MANAGER (DOCTRINE, TRAINING, FORCE DEVELOPMENT OFF) (TITLE 32), GS-0340-12, you will serve as the Doctrine, Training, and Force Development Officer. Functions as the JFHQ-State principal staff officer in the areas of joint force development; supporting operational planning; joint doctrine; education and professional military development; staff training; exercises; and assessment. Major Duties - This is NOT an all-inclusive list: Serve as the primary staff officer for developing joint integration plans, joint training, joint professional military education and exercise programs, and to develop the action plans to implement approved joint strategies for the department. Responsible for development of the State long- range force integration plan. Analyze the management of the State Force Integration Program. Analyze information provided on conflicts identified, substantive changes and doctrinal issues, and the recommended courses of action. Develop and issue pertinent policies and training budget directives to enable effective planning at the unit level. Plan, coordinate and conduct joint exercise to facilitate joint and interagency operations. Plan, conduct and evaluate Joint Staff professional and technical training programs. Integrate the response plans of the state with other responder agencies. Plan the integration and implementation of new systems and capabilities. Provide JFHQ-State input to Combatant Commander's war plans, with emphasis on homeland defense/homeland security. Assists local, state and federal government and other agencies in the preparation of supporting plans, programs, activities, exercises and training.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Officer - Minimum Rank O1 - Maximum Rank O5 GENERAL EXPERIENCE: MUST possess experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations; supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques; experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess specialized experience which includes at least 36 months experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; knowledge of the organization and its mission and utilized the organizational staff procedures; experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
