About the Position: ACC enables Army readiness through global, expeditionary contracting support to warfighters engaged in military operations, weapon systems acquisition, life cycle management, sustainment and acquisition of goods and services vital to the Soldier's mission and well-being.

Duties

Serves as an expert technical consultant and advisor to the Executive Director. Provides management and oversight of all operational functions for the command. Responsible for providing direction and guidance through subordinate supervisors engaged in managing, directing, coordinating, and controlling all aspects related to the contracting of major defense acquisition programs. Represents the Director in the planning and development of management program objectives and in the resolution of major problems involving Department of the Army (DA), Congress, and other executive agencies. Recommends policies and procedures to meet overall program requirements and alleviate major problem areas in any of the operations, or in relation to ACC’s mission and requirements. Serves as a technical authority in meetings and conferences with key military and civilian personnel of other Commands at all levels, to coordinate ACC operations on behalf of the Executive Director.

  • The duties of this position require occasional temporary duty (TDY) travel of up to 10% of the time.
  • Acquisition Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • The incumbent must be prepared to support the ACC Continuity of Operations (COOP) Program and OPLAN by moving to and operating from an emergency relocation facility as a member of one of the commands COOP Support Teams.

In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below: Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: 1) Managing branch or higher level entity to ensure agency programs are supported; 2) Advising senior management on key contracting and procurement issues; 3) Performing administrative and supervisory duties for assigned division, to include mentoring, developing acquisition plan/strategies to assure timeframes, goals, and work requirements are met; managing and motivating contracting/procurement personnel towards organizational goal accomplishment and career growth; 4) Managing the operation of acquisition and contract functions to meet an organization's mission. 5) Providing senior leadership with authoritative interpretation of statutory requirements, specific policy and procedural regulations, directives, and other guidance. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13). Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
