About the Position: The Army Rapid Capabilities and Critical Technologies Office (RCCTO) will rapidly and efficiently research, develop,prototype, test, evaluate, procure, transition, and/or field critical enabling technologies and capabilities that address near-term and mid-term threats. The RCCTO will produce or acquire material solutions, consistent with the Army's modernization priorities that maximize Soldiers' capabilities to deploy, fight, and win on future battlefields.

Duties

Serves as a Senior Contracting Officer representing the agency or department as the program's contractual authority at conferences and meetings. Conducts pre-proposal conferences to convey acquisition information to potential bidders, the media and other interested parties. Plans, develops, and establishes the contractual strategy for the overall acquisition program. Responsible for the pre-negotiation position and determines the type of contracts and negotiation authority to be used together with the justification. Oversees and guides all negotiation and contract actions.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Acquisition Back To Basics:This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
  • Must be able to obtain and maintain a determination of eligibility for a Top Secret/SCI security clearance for the duration of employment.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.
  • This position requires Drug Testing.

Coordinating high priority technical, complex classified contracting services to support contract requirements, high dollar and mission essential acquisitions; 2. Providing advice for pre-award and post-award contract functions involving highly specialized procurements of significance and sensitivity; 3. Analyzing acquisition strategy to determine contract specializations such as negotiation, cost and price analysis, and contract administration; 4. Identifying the magnitude and terms of contracts to ensure streamlined program execution accelerated delivery of operational capabilities to the field; and 5. Reviewing acquisition program requirements (i.e. the issuance of contract modifications, investigation and resolution of contractors delays, contractor performances appraisal, subcontractor surveillance, disposition of claims, and similar matters) to determine best course of action. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 orGS-13).
