The primary purpose of this position is: To serve as the acquisition management subject matter expert within the office of the Deputy Assistant Secretary of the Air Force (Operational Energy) (SAF/IEN).

Duties

Serve as the acquisition management subject matter expert. Develops analytic supporting studies (business case assessments, war gaming and campaign analysis, etc.) and mission analyses to address future Air Force energy acquisition requirements. Provides budget oversight and develops requirements to include Program Objective Memorandum (POM) submission, annual authorizations, and budget execution. Research problems and roadblocks that occur during all stages of the acquisition process and crafts/recommends solutions that are effective from a policy, legal, and cost standpoint. Attends meetings, seminars, and workshops to remain proficient on developments within the energy field.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must possess four years of acquisition experience and have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes; Mastery of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide PPBS guidelines and advisory services in support to long-range Air Force war, mobilization, exercise, deployment, and similar operations planning efforts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of advanced management and organizational principles and practices relative to Air Force strategic planning, acquisition and management processes in support of long-range Air Force planning efforts. Knowledge of Air Force functional relationships on the Air Staff, as well as organizational relationships within OSD and Joint Staff. Knowledge of Air Force management concepts, policies, and practices within Air Force business processes and the skill in using those concepts, policies, business processes etc., to accomplish complex work assignments, advancements and changes at the installation, Major Command (MAJCOM) and Headquarters Air Force levels. Knowledge of processes and procedures related to the life-cycle management activities needed to acquire and sustain products and services. Knowledge of Air Force management concepts, policies, and practices in aviation operations in both peacetime and contingency environments for joint and coalition operations. Extensive skill in collaborative problem solving and understanding the complex organizational and business process relationships both internal to the Air Force, and between the Air Force and OSD and the Joint Staff. Skill in conducting outreach and partnership activities. Skill and ability in written and oral communications to include writing, coordinating, publishing and presenting policy directives and Guidance and responding to inquiries from the Executive (OMB) and Legislative (GAO, Questions for the Record, Testimony) branches of government as well as the DoD Inspector General, OSD, Joint Staff, COCOMs, Defense Agencies, and the Interagency. Ability to lead and conduct oversight and advocate for requirements in the Air Force corporate process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is a Critical Acquisition Position (CAP) and is covered by the Acquisition Professional Development Program. Unless specifically waived by the appropriate Component Official (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary) or if the employee is "grandfathered" under 10 U.S.C. 1736( c )(1), the following are statutorily mandated requirements (Reference 10 U.S.C. 1733 and 1737): a. Employee must have highest category of certification in the applicable functional area, except for Program Management, which requires Practitioner or higher category certification. b. Employee must execute, as a condition of appointment, a written agreement to remain in Federal Service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment.
