This position provides a unique opportunity to work at senior levels of the U.S. Government and interact with a variety of OMB, White House Policy Council and State Department employees. OMB Program Examiners/ Policy Analysts are the core source of expertise for the White House on matters pertaining to the programs and operations of Federal departments and agencies.
Duties
As a Program Examiner (International Affairs), GS, 0301, 12, your typical work assignments may include the following:
Conduct analyses of policy, program, budgetary and management issues related to assigned program areas.
Analyze legislative proposals and testimony for conformance with the policies and priorities of the President and monitor their progress through the congressional process.
Resolve budget, program, and policy issues and render advice for resolution of senior-level decisions.
Serve as the primary advisor on OMB recommendations relative to budget execution and implementation for assigned accounts, and on budget and policy issues for countries, regions, or issues areas in assigned portfolio.
Initiate and monitor analytical work on program and policy issues within areas of responsibility.
Represent OMB views in interagency policy review processes and meetings.
This is a developmental position description, classified at less than the full performance level of GS-15 for recruitment and training purposes. The overall duties and assignments of this position are similar to those covered in the target Program Examiner, GS-301-15. The incumbent will be fulfilling qualification requirements for potential promotion to the target position. While occupying this position, the incumbent will become sufficiently familiar with the programs of the organization and their relationship with other organizations to satisfactorily perform the full range of duties. As experience and knowledge is gained and competency is demonstrated, the employee will be gradually given more freedom to make independent judgments and decisions. The incumbent will participate in and complete prescribed formal and informal training as specified by the supervisor. Responsibility will increase and assignments will become more complex as training and experience progress.

- This is a Drug Testing Designated Position (DTDP) and is covered by the Executive Office of the President Drug-Free Workplace Program.

- You must be able to obtain and hold a Top Security clearance.

- You may be required to complete a one-year trial/probationary period if not previously completed in a competitive or excepted service position.

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. All qualifications must be met by the closing date of this announcement.
SPECIALIZED EXPERIENCE for GS12: Applicants must have a minimum of one full year of specialized experience at the next lower grade level (GS-11) in Federal Service or equivalent pay band or equivalent experience in the private or public sector that demonstrates:
Conducting analyses and studies to support budget and/or financial management for programs.
Presenting analyses and synthesized materials to provide program recommendations or influence decision-making.
Prepares budget materials to include excel spreadsheets for review and presentation.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
