This position serves as the Chief Operations Officer (COO) and coordinate daily operations of the Phoenix Indian Medical Center; promoting integration of multidisciplinary divisions to achieve high quality patient focused care. As a senior member of the Chief Executive Officer's leadership team, plans and directs resources to meet the needs of the PIMC customers. May act on behalf of the CEO regarding business and clinical care decisions. Located in Phoenix, AZ.

Duties

Leadership & Management: Serves as a member of the executive leadership team, participates in the development of strategic plans; develops long-range goals, annual objectives, and strategies to meet the healthcare goals of the organization. Develops new insights, encourage new ideas and innovations, designs and implements new programs/ processes. Formulates objectives and priorities and implements plans consistent with the long-term interest of the organization; supports and advocates the need for change. Program Management: COO is responsible for the smooth and efficient daily operations of PIMC and its components; enforcing the policies and procedures, managing human and material resources, ensuring patient and doctor satisfaction, high employee morale, and hospital profitability. In partnership with the PIMC division department directors, develops strategic business plans. The plans include program development and expansion, outreach activities, fiscal management, compliance with policies, laws, and regulations, clinical management measures, etc. Supervisory Responsibilities: Incumbent provides direct oversight and management of the medical and nursing services delivered in a multitude of specialties, including family practice, internal medicine, OB/GYN, ophthalmology, optometry, orthopedics, otolaryngology, pathology, pediatrics, psychiatry, radiology, surgery, emergency medicine, rheumatology, dermatology, podiatry, physical therapy, and other clinical specialties. Leads and directs the development, implementation, and measurement of the hospital's approach to quality, performance improvement (Pl) and medical safety. COO has supervision and oversight of four major divisions: Chief Medical Officer (CMO), Chief Nurse Officer (CNO), Chief Administrative Officer (CAO), and Chief Quality Management Officer.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Completed a Bachelor's or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-0601-15:Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next GS-14 level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Performing as an executive/leader within a health care team responsible for directing, supervising and managing activities within departments, services, or systems to meet internal or external quality standards to ensure patient care. Have excellent finance/accounting/budgeting skills, such as: preparing/ presenting budgets and operational plans; able to demonstrate positive financial responsibility or obligating funds. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
