Duties

This position serves as an Assistant Field Manager for the West Desert District. Participates as a key member of the field office management team and serves as Acting Field Manager under a formal delegation of authority, in the absence of the Field Manager. Promotes internal and external communication and coordination, including with local interest groups, individuals, users, general public, State and local government, and other Federal personnel. Responsible for the full supervision of subordinate employees, including setting performance goals, planning, assigning and appraising work, advising and mentoring employees, and arranging needed training. Develops recruitment documents and leads selection process for vacant positions. Facilitates the Interdisciplinary Team and Prepares and/or coordinates NEPA documentation, CXs,EAs, and DNAs for planning efforts. Ensures compliance with Bureau policies, regulations, applicable federal, state and local laws, and agreements relating to resource programs. Responsible for programming annual budgets and performance targets and ensures that expenditures are within budget allocations. Provides input to the preparation, implementation, and conformance of the land use plans.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. To qualify at the GS-12 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level comparable in difficulty and complexity to perform the duties of an Assistant Field Manager. Qualifying specialized experience includes: planning, implementing, and/or administering resource programs in a multi-resource environment involving the management of public lands; applying federal laws, regulations, policies and guidelines sufficient to plan, develop and/or implement administrative and resource programs; developing and/or assisting in long-range budget and strategic workforce planning; preparing and/or executing a budget; and experience utilizing computer software programs to complete daily tasks. Please note there are no educational substitutions at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Work is primarily in an office setting. There is frequent travel to field sites via four wheel drive vehicles, fixed wing aircraft, helicopter, and boats. There is a potential for adverse climatic conditions. Field work involves walking, bending and climbing on steep and rough terrain. Work Environment: Most work is in an office setting. Field sites involve exposure to adverse weather, i.e., rain, snow, cold and/or heat. Some outdoor work requires special safety precautions. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
