Duties
This Transportation Security Specialist position is located in the Performance Analysis, Improvement, and Procedures (PAIP) Division, Requirements and Capabilities Analysis (RCA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Drafts reviews, proofreads, edit, and update a variety of documents including regulations, standard operating procedures, management and operational directives, technical manuals, reports, memoranda, and briefing/issue papers that deal with technical, highly complex and controversial topics that support the Agency's mission.
Conducts research analysis, evaluations, and studies of existing security policies, procedures, processes, and programs to ensure compliance with regulatory requirements affecting organizational screening processes.
Prepares and manage technical reports including, but not limited to, statements of work to ensure compliance with security policies, protocols, or screening procedures as well as to address security vulnerabilities and gaps.
Collaborate with internal stakeholders and serve as a point of contact for assigned activities. Contacts are typically intended to share information, provide data and/or written analyses.
The major duties described above reflect the full performance level of this position. Typically, the lower pay bands (H & I Bands) perform the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-H Pay Band (equivalent to GS-12), you must have 52 weeks of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as:
Assisting with reviewing transportation security policies and/or procedure documents to make recommendations for improvement; and
Establishing metrics to monitor, track, and analyze operations.
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have 52 weeks of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as:
Reviewing transportation security policies and/or procedure documents to make recommendations for improvement; and
Establishing metrics to monitor, track, and analyze operations; and
Preparing technical reports to ensure compliance with security policies.
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have 52 of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as:
Recommending improvements to transportation security policies and/or procedure documents; and
Establishing metrics to monitor/ track, and identify issues, discrepancies or inconsistencies with transportation security policies or procedures; and
Applying project management techniques to define, plan, and organize resources to lead integrated project teams.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
