This position is for a TRAINING TECHNICIAN, PD# D0383000, part of the Nevada Army National Guard. This position Is located in a Division Headquarters of the Army National Guard (ARNG). The purpose of the position is to formulate and evaluate the overall training programs of the command and to provide staff planning and assistance to insure that required training and readiness objectives are achieved.

Duties

(1) Formulates, oversees and evaluates the overall training programs of the command. Determines the organization's training needs through analysis and interpretation of a wide variety of directives, programs, and objectives of the Department of the Army, National Guard Bureau, and major Army headquarters. Develops yearly and longer training plans. Develops and issues instructions and procedures for use by subordinate elements (i.e., brigades or battalions). Establishes and conducts a training evaluation program for subordinate units. Reviews training evaluation reports such as annual training reports or annual general Inspection reports to identify needed revisions or improvements to training activities. Reviews plans and schedules of subordinate units and approves or revises as necessary. Provides guidance and assistance to unit commanders or other training personnel to improve the quality of training and to insure compliance with directives. Schedules and conducts special training courses on a variety of subjects (e.g., communications procedures, leadership courses, marksmanship training, etc.). Monitors usage of mandays and funds designated for training and prepares necessary reports. (2) Responsible for the scheduling and coordination of the use of training sites and facilities. Directs the procurement of training aids, manuals or other instructional material. Maintains liaison with personnel at state operated or regular Army operated training sites. Coordinates with maintenance and supply personnel to insure that equipment and supplies are available and ready for training activities. Forecasts requirements including cost of such supplies as ammunition, demolitions, rations, etc., and in many cases justifies requests. Coordinates with Readiness Region Groups, Maneuver Area Commands, or Maneuver Training commands for conducting and evaluating of Army Training and Evaluation Program CARTEPI, Field Training Exercises (FTX), or Command Post Exercises (CPX). (3) Prepares plans and reports pertaining to readiness and mobilization. Receives unit status reports and oversees consolidation into the headquarters report. Provides guidance and assistance to units In preparation of readiness reports. Monitors material readiness reports to determine ,equipment status. Using guidelines from higher headquarters, develops mobilization and alert plans including movement plans for use in responding to local or national emergencies. (4) Serves as security coordinator for the command. Provides guidance and assistance in implementing and following security measures for such items as documents, arms and ammunition, and communication equipment. (COMSEC). Is designated as Custodian of Classified Documents, COMSEC Account Custodian and/or Physical Security Manager as required by regulations and local situations. Insures that procedures outlined in respective security regulations are complied with. (5) Acts as Test Control Officer for the command. Insures that all tests and test materials are requisitioned, received, stored and accounted for. Administers, or directs the administration of, such tests as, Drivers Tests and Skills Qualification Tests (SQT). Trains test site managers and test proctors for administration of SQT. Oversees the recording of results of SPT and forwarding to higher headquarters. (6) Supervises a lower graded Training Technician who provides assistance in the preparation and review of training directives, operation orders, mobilization planning, and readiness reporting. (7) Performs other duties as assigned.

GENERAL EXPERIENCE: Must have at least 12 months of on-the-job experience, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position SPECIALIZED EXPERIENCE: Must have at least 12 months experience equivalent to the GS-11 or, three full academic years of progressively higher-level college degree. Knowledge in the Army or Air Force education and training policy requirements. Experience in conducting, supervising, and/or developing education and training programs. Experience in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries

Education

Army National Guard Enlisted Technicians - High school or general equivalent degree is mandatory. An under-graduate degree from an accredited college/university is optimum. An academic degree with courses in education, grammar and composition, speech, psychology, guidance, and sociology; or, social and behavioral sciences defines a best qualified candidate.

Army National Guard Officer Technicians - A high school diploma and a college degree are mandatory. An academic undergraduate degree with courses in education, grammar and composition, speech, psychology, guidance, and sociology; or, social and behavioral sciences is mandatory.

You must provide transcripts or other documentation to support your Training/Educational claims. To receive credit for Training/Education, you must provide documentation of proof that you meet the Training/Education requirements for this position.
