The primary purpose of this position is to serve as the senior principal analyst and technical advisor to the Director, Strategy, Plans and Policy; plans, organizes, and oversees data modernization activities within the Directorate to ensure data is postured to integrate artificial intelligence, machine learning and is capable of transitioning to cloud capabilities.

Duties

Serves as Senior Analytics Advisor of Assessments, performing a broad range of operations research analyses assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies. Responsible for advising, planning, and execution of the Command's data modernization strategy and implementation projects. Plans, organizes, and provides technical direction to a group of ORSA specialists. Exercises full technical responsibility and authority for all branch project analysis, development, and implementation. Represents CENTCOM and establishes, develops, and maintains effective working relationships with higher headquarters and external organizations.

  • Master’s degree from an accredited institution in operations research mathematics, computer science, one of the physical sciences, engineering or closely-related scientific discipline is highly desired with 4 years of operational research experience.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft and may require travel to the USCENTCOM Area of Responsibility (AOR)
  • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology. Department of Defense and Joint operational experience in assessments is highly desired
  • This position is emergency-essential (EE). The incumbent of this position must meet all requirements of E-E positions and may be required to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases [cont.]
  • In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or designated alternate may be required to take part in readiness exercises [cont.]
  • This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively
  • This meets the criteria of an E-E position and requires the incumbent, or designated alternate, to be removed from any military recall status
  • While deployed to an overseas location, the E-E duties require the incumbent to be issued and carry a firearm; operate a government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear
  • Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear the approved Department of Defense (DOD) civilian uniform while deployed. Some of USCENTCOM’s AOR has been considered “War Zone” hazardous duty
  • All E-E employees must perform E-E duties during a crisis or after noncombatants evacuate. Failing to perform assigned E-E duties may result in disciplinary action against the incumbent up to and including removal from the Federal service
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in the TDP [cont.]
  • The incumbent is (A) to refrain from use of illegal drugs and (B) if requested, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of one or more specialized areas of operation research sufficient to apply new analytical developments, methodologies, and research findings to broad studies of an unprecedented nature; Mastery knowledge of research techniques and concomitant ability to obtain information concerning subject studies to perform sound analyses; Expert knowledge of Department of Defense and Joint warfighting capabilities and concepts. Expert knowledge of complex systems and their interactions with other systems under study so that conclusions reflect the highly complex real-world environments; Skill in coordinating extensive projects in assigned areas of responsibility. Projects are characterized by high visibility, unusual urgency, or program criticality; Skilled in designing and conducting comprehensive studies and developing solutions to often unforeseen crisis events with broad, important, or severe operational impact. Able to lead teams of experts to conduct such studies and analyses in uncertain environments; Ability to identify the significant variables and determine their underlying relationships; demonstrated ability to apply management and analytical theories/techniques/methodologies to problem situations; Organizes and leads teams engaged in studies of complex issues and problems consisting of high-level participants; Ability to use advanced techniques and the modification and extension of theories, precepts, and practices of operations research and related sciences and disciplines; Ability to design, build, and use very complex, sophisticated models to simulate real-world environments of many variables. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of a broad range of operations research analysis techniques and possession of analytical abilities. 2. Mastery knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions. Expert with research and data collection techniques and the qualitative and quantitative evaluation methods used to support military programmatic decisions. 3. Skill to negotiate and/or defend findings and program support concepts. 4. Demonstrated ability to lead study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. 5. Expert knowledge of integrating advanced technologies, such as cloud computing, advanced automation, artificial intelligence, and machine learning to assess and improve combat plans and operations. 6. Ability to clearly and concisely communicate to a variety of audiences in both oral and written formats.; negotiate complex issues; and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Continued Conditions of Employment:
  • Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation. A nondisclosure agreement must be signed.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
