The primary purpose of this position is to serve as the senior principal analyst and technical advisor to the Information Operations Division related to scientific work requiring the design, development, and adaptation of mathematical, statistical, econometric and other scientific methods and techniques in order to plan and assess strategic and operational influence activities to achieve the Command's end states and mission objectives.

Duties

Performs a broad range of operations research analyses and modeling projects related to the unique environment of influence operations, actions and activities through innovative use of techniques and practices, and discovery of sophisticated modeling approaches, incorporating as appropriate new and promising technologies. Exercises full technical responsibility and authority for Information Operations Division influence operations analysis, project development, and implementation of assessments. Represents USCENTCOM as the senior Assessments Subject Matter Expert (SME), establishing, developing and maintaining effective working relationships with higher headquarters and external organizations. Plans, organizes and provides technical direction to specified assessment personnel/social scientists.

  • The employee must obtain and maintain a Special Sensitive security clearance. Per AFGM2017-36-04, dated 4 Oct 17, the investigative requirement CANNOT be waived for special sensitive positions. The selectee must possess (Cont'd)
  • this clearance prior to starting in the position. In the event the selectee does not possess this clearance, the full investigation and favorable security adjudication must be completed and rendered prior to beginning in the position.
  • Incumbent must appropriately handle and safeguard sensitive and/or classified information in accordance with regulations.
  • Incumbent may be required to work rotating shifts, weekends and federal holidays throughout the year.
  • Incumbent may be required to perform periodic travel (CONUS and OCONUS) in commercial and military aircraft and may be required to travel to the USCENTCOM AOR.
  • Position requires accompanying the HQ USCENTCOM staff and performing assigned duties in both exercise and actual wartime situations. This may require operation in both field conditions and a combat zone.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. (Cont'd)

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. NOTE: You must submit a copy of your transcripts. Evaluation of Education:The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area. Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. NOTE: You must submit a copy of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include mastery knowledge of one or more specialized areas of operation research sufficient to apply new analytical developments, methodologies, and research findings to broad studies of an unprecedented nature; mastery knowledge of research techniques and concomitant ability to obtain information concerning subject studies to perform sound analyses; demonstrated aptitude for the collection, handling, validation of data received in variable formats derived from multiple and disparate sources. Ability to design and build models and simulations to resolve complex problem sets as well as the ability to use IBM SPSS statistical models and baseline computer literacy in Microsoft Word, PowerPoint, Excel, Outlook, workload, project management, and time management for effective integration and utilization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and mastery of a wide range of operations research analysis, its theories, methods and techniques to include qualitative and/or quantitative methods for the assessment and improvement of Command level plans and programs for conducting major combat and non-combat operations, special operations and exercises, also knowledge of Combatant Command programmatic goals and objectives, to include knowledge of the application of joint operations planning, the sequencing and timing of key operational efforts with other commands and agencies events in order to evaluate the effectiveness of planning, it execution and the analysis of actions related to specific programs and actual events. 2. Expert knowledge of Joint Information Operations Doctrine and Policy. Uses judgment and discretion in determining intent, and in interpreting and revising existing policy, regulatory guidance, and reported assessments for use by others within or outside USCENTCOM. 3. Knowledge of quantitative and qualitative techniques/methods used to develop, adapt, modify, and apply models or approaches to resolve problems or define and clarify courses of action. 4. Ability to lead study teams originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints; skill to negotiate and/or defend findings and program support concepts; and ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirement and objectives within available resources. 5. Demonstrated aptitude for the collection, handling, validation of data received in variable formats derived from multiple and disparate sources. Ability to design and build models and simulations to resolve complex problem sets as well as the ability to use IBM SPSS statistical models and baseline computer literacy in Microsoft Word, PowerPoint, Excel, Outlook, work load, project management, and time management for effective integration and utilization. 6. Ability to communicate effectively both orally and writing; negotiates complex issues; and maintains good working relationships both in USCENTCOM staff and other Government agencies, while displaying independent initiative and sound judgment, as well as making informed decisions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • This position is Emergency-Essential (EE). The incumbent of this position must meet all requirements of EE
    positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to
    immunize against anthrax, and other diseases. In the event of a crisis situation, the incumbent or designated
    alternate must continue to perform the EE duties until relieved by proper authority. The incumbent or the
    designated alternate may be required to take part in a local readiness exercise. This position cannot be vacated
    during a national emergency or mobilization without seriously impairing the capabilities of the organization to
    function effectively. This meets the criteria of an EE position and requires that the incumbent or designated
    alternate be removed from any military recall status. While deployed to an overseas location, the EE duties requires
    the incumbent to be issued and carry a firearm; operate a government vehicle during specific authorized situations,
    and to wear a gas mask and chemical protection gear. Incumbent must obtain and maintain firearms qualification.
    Incumbent is required to wear approved Department of Defense (DoD) civilian uniform while deployed. Some of
    HQ USCENTCOM's AOR has been considered "War Zone" hazardous duty.
  • LAUTENBERG AMENDMENT: This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
