This position is located in the Department of Homeland Security (DHS), Office of Health Security (OHS), Immediate Office of the Chief Medical Officer (IO). OHS is the principal medical, workforce health and safety, and public health authority for DHS. The primary purpose of this position is to lead and coordinate the business activities of OHS and manage the personnel, programs and activities of OHS Mission Support Operations (MSO). Non-BU: This is a non-bargaining unit position.

Duties

As a Chief of Mission Support Operations, GS-0301-15, your typical work assignments may include: Oversees the leadership, planning, development, coordination, implementation, and evaluation of business operations programs and activities for the OHS. Serves as an advisor to executive leadership on management issues and on all matters involving allocation of the office operating resources, including resource planning and control of positions, funds, and assets in the support of OHS goals and objectives. Plans work to be accomplished by subordinates, including setting and adjusting short-term and long-term priorities and goals. Develops policies and protocols to ensure that all managers engage in superior staff development and create fair and effective accountability tools that encourage high performance. Represents the Office of Health Security at intra-departmental meetings related to the effective administration of the organization. Qualifications

Specialized Experience To qualify for the GS-15, you must have at least one (1) year of specialized experience equivalent to the next lower grade level in federal service (GS-14) or public/private sector equivalent experience. For this position, specialized experience is defined as: Experience managing a variety of administrative management programs (e.g., financial management, logistics management, procurement, human capital management, information technology management facilities management) for a federal government agency. Experience leading the development and implementation of mission support operations policies, programs and procedures, including budget execution, budget formulation, and procurement. Experience managing a multi-functional and multi-talented workforce including assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Experience leading the development and delivery of briefings, gap analyses and solution identification, and evaluation of alternate courses of action related to mission support programs to senior and executive-level leadership. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
