Duties
PRIMARY PURPOSE: To develop, review, revise, and coordinate 15th Wing (15 WG) Operational Plans (OPLANS), manage organization, function, and equipment of the Integrated Wing Operations Center (IWOC), and direct the training, organization, and function of Group and Unit Control Centers (GCC/UCCs) for all United States Air Force (USAF) tenants on Joint Base Pearl Harbor-Hickam (JB PH-H) in coordination with the Joint Base Emergency Manager (JBEM) and the Commander, JB PH-H. To function as the Unit Deployment Manager (UDM) ensuring assigned personnel are qualified and ready to meet Air Expeditionary Force (AEF) requirements.
DUTIES:
Develops, reviews, revises, and coordinates wing OPLANS.
Manages and oversees organization, function, training program and equipment for the IWOC and subordinate GCCs/UCCs.
Plans, organizes, and oversees all unit level deployment activities.
Serves as Treaty Compliance Officer (TCO) for international arms control and nonproliferation agreements, including the Open Skies Treaty, ensuring installation compliance with treaty protocol, HHQ guidance, and local compliance plans in the event of an observation aircraft transit or visit to Hickam Field.

- Position is designated non-critical sensitive, and incumbent must be able to obtain and maintain a SECRET (S) security clearance.
- Incumbent will be required to complete mandatory UDM training to include IDS/LOGMOD training, ART training, and Pallet Build-Up/Hazardous Cargo Preparation training.
- Incumbent must complete initial and recurring TCO training and maintain training currency for continued TCO appointment.
- Incumbent may be required to work other than normal duty hours to include evenings, weekends, and/or holidays.
- Shift work and emergency overtime may be required.
- Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice.

Key: This position is designated as a Key Position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include expert knowledge of National Incident Management System (NIMS) and Air Force Incident Management System (AFIMS) organization, processes. Knowledge of Department of the Navy (DN), Commander, Naval Installation Command (CNIC) and Commander, JB PH-H Office of Emergency Management (OEM) organization, regulations, and processes. Knowledge of IWOC, GCC/UCC, and EOC principles, practices, procedures, and regulations applicable to the full range of responsibilities on a military installation with wing aircraft and personnel operating worldwide. Knowledge of AF Continuity of Operations (CONOPS) program requirements and planning principles. Knowledge of 15 WG, Joint Base and Joint Base tenant organization, mission, lines of authority, and installation response roles and responsibilities. Knowledge of laws, regulations, policies, and precedents affecting deployment operations and of the administrative processes and documentation requirements to ensure deployment readiness. Knowledge of installation Treaty Compliance Officer (TCO) duties for the Open Skies and Chemical Weapons Compliance treaties.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Department of Defense (DoD), joint and USAF organization, command relationships and authorities.
Knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and to analyze work processes and continually improve them to meet requirements.
Knowledge of methods, procedures, and skills in evaluating and performing deployment operations to identify and meet deployment requirements in accordance with a wide range of applicable federal and agency deployment/mobilization concepts, principles, practices, procedures, regulations, and laws.
Knowledge of methods, procedures, and skills in conducting emergency planning, preparedness training, exercises, control center operations and installation response and recovery operations.
Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning unit readiness. Ability to recognize the inter-relationships of various aspects of operating programs to integrate and analyze information to evaluate overall program status.
Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts, and manage program activities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
