This position is located within United States Department of Agriculture (USDA), Deputy Administrator for Operations and Management, Human Resources Office (HRO), Mission Area Personnel Services Division, Human Resources Program Branch (HRPB).
The incumbent serves as the Branch Chief of the HRPB. The HRPB is responsible for the development and implementation of Mission Area wide programs, polices, and procedures involving a wide range of human resources management functions.
Duties
Directs, oversees and evaluates the activities of the Branch which includes responsibility for the development of mission area programs, policies, and procedures relative to providing a full spectrum of HR management functions.
Directs and oversees the development of policy and procedures for the mission area HR management functions.
Plans and oversees the coordination of field HR management evaluation and accountability reviews.
Provides technical expertise and advice to the Deputy Administrator for Operations and Management, Director of Human Resources, Administrators, and other management officials; as required, on the programs and activities of the HRPB staff.

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For GS-14: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-13; or its non-Federal equivalent that demonstrates: experience evaluating and providing leadership to program management of agency's HR policies and procedures; experience in the interpretation and implementation of new or substantially revised HR policies and procedures, program legislation, regulations, and potentially controversial cases or situations; experience in formulating or revising agency policies, programs, and procedures; experience in reviewing new or revised policies and proceeer experience.dures for compliance with new and existing government-wide and agency program initiatives and regulations; Experience leading or supervising a staff of HR professionals. There is no substitution of education for experience at the GS-14 level.
