You will serve as the Executive Director (GG-15) and principal advisor to the NIOC Hawaii/Commander concerning policies and procedures affecting day-to-day operations and administrative activities. This position is located in Kunia, Honolulu, HI at NIOC HAWAII / FIOC CSS. COLA is 8.90%. COLA is subject to change at any time.

Duties

You will clarify and convey the policy interest of the Commander. You will review staff and organization operations and administrative activities. You will develop long-range plans and identify required resources in order to promote an efficient, economical and progressive organization. You will be responsible for providing justification, direction, and allocation of resources. You will plan, direct, assign, lead, and monitor work of the team.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • This position may require a 2-year DCIPS trial period requirement.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GG/GS-14 or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Interpreting and implementing local and higher echelon policies and regulations for use by designated personnel; 2) Developing and managing the budget plan to ensure priority requirements are identified and documented to enable optimal planning and execution of command priority missions; 3) Reviewing staff and organization operations/administrative activities in order to determine corrective action and direct the staff the correct steps to improve results; 4) Organizing collection activities and developing strategies to achieve objectives and address strategic collection requirements.
