The primary purpose of this position is: To serve as the directorate point of contact on resource allocation issues for civilian resource managers at the MAJCOMs, COCOMs and FOAs.
Duties
Defends civilian resource requirements. Provides analysis for civilian pay related programs to include the Air Force's Civilian Permanent Change of Station (PCS) Program, Mass Transit Program, Injury Compensation Program, and Unemployment Compensation Program.
Develops the Air Force Civilian Employment Plan; includes civilian full-time equivalent allocation plans; meets both the Air Force manpower requirements and fiscal constraints. Analyzes manpower requirements change impacts in the context of projected on-board strength and full-time equivalents.
Develops Air Force tracking and reporting systems to meet specific reporting requirements established by DoD, OPM and Congress. Assesses impact on civilian full-time equivalents and end-strength caused by congressional guidance and decisions, OSD or Air Force policy and programmatic changes.
Represents the Air Force in ad hoc working group meetings led by DoD in regards to civilian resource management and the impact of new policies. Establishes and maintains interface with other Air Force and Uniformed Service agencies/offices, OSD, GAO OMB, various defense contractors and Congressional staffers involved in modeling, planning, programming, and developing and/or setting policy.
Analyzes civilian personnel resource requirements in terms of civilian full-time equivalents and end strength. Represents the Directorate on several resource boards; assisting the Air Force Board and Air Force Council in evaluating the program budgeting and execution of the civilian personnel accounts across various appropriations.

Qualifications
In order to qualify, you must meet the specializedexperience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes extensive background in advanced management and organizational principles and practices; and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide PPBE guidelines; and provide the Operating Budget Review Committee (OBRC) and the Personnel Budget Review Committee (PBRC) advisory services in support of effective civilian FTE management.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Department of Defense Planning, Programming, Budgeting and Execution (PPBE) and Department of Air Force policy/procedures in support of civilian resources.
Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
Knowledge of the relationship of various military entities involved in overall planning and execution of military department civilian personnel operations and evaluations of the methods in which the PPBS process supports them.
Considerable skill in developing budget forecasts, execution plans, narratives, reclamas, and issue papers.
Ability to gather, assemble and analyze facts, draw conclusions, conduct analyses, devise recommended solutions, and present recommendations/analyses/solutions in briefings, papers or reports suitable for senior management decision making.
Ability to communicate effectively both orally and in writing, negotiates complex issues, and maintains good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
