Duties

This job opportunity is located in National Processing Center (NPC), Jeffersonville, IN, and reports to the Decennial Coordination Officer within the Director's Office. This position assumes responsibility for planning and implementing coordinated automation, telecommunications, and other related IT support within the Decennial Office, to include analytical and technical review tasks, project support, as well as IT related document creation. This position is not in the bargaining unit. The individual selected for this position will: Participate in most phases of projects, including input on specification requirements and limitations, IT staff and equipment needs, and recommending courses of action to Decennial Managers based on available information and personal experience. Attend various Decennial Integrated Project Team (IPT) meetings, and other Decennial IT related meetings, to ensure NPC inclusion on IT recommendations, planning, and implementation. Coordinate the installation of the IT Infrastructure to support inclusion of Decennial tests. Provide expertise to either create or actively participate with ITSB and/or HQ in the development and review of planning and implementation deliverables, such as operational plans, specifications/procedures, ICDs, ISAs, workflows, ATOs, and IT architecture schematics. Review requirements of projects to determine objectives, concepts, and processes that will be required to develop the automated effort to organize the workflow. Work in coordination with ITSB staff on a continual basis with all aspects of program and project level IT planning and deployment, including essential system interfaces. May supervise one or more subordinate specialists further into the Decennial cycle. Tour of Duty: Hours will be 7:00 a.m. or 8:00 a.m. to 4:30 p.m. Monday through Friday. Alternate Work Schedule is available*. Alternate Work Schedule is an 80-hour biweekly basic work requirement that is scheduled in less than 10 days; i.e., eight 9-hour days/nights, one 8-hour day/night, and one day off. Positions may include evening or weekend work, hours will vary. Telework will be available during the initial stage of this position.

Time in Grade: In addition to specialized experience, you must meet the time in grade requirement. Current and former Federal civilian employees must have held a position at the grade 9 for at least 52 weeks in the Federal Service for promotion to the grade 11 or the grade 11 for at least 52 weeks in the Federal Service for promotion to the grade 12. BASIC REQUIREMENTS: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For the GS-5 through GS-15 (or equivalent) grade levels, individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. For Grade 11: Applicants must meet one of the following to qualify for the GS-11 level: Specialized Experience: You qualify at the GS-Grade 11 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 09 level to meet the qualification requirements in the Federal Service. Experience for this position includes assisting with the planning and coordination of IT and telecommunications efforts in support of a large data capture and logistics operation, as well as experience reviewing technical documentation, participating in schedule creation, making recommendations for IT infrastructure and system interfaces, and coordinating with other IT related staff. -OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education (36 semester hours, 54 quarter hours or the equivalent) leading to such a degree in computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field. All academic degrees and coursework must be from accredited or pre-accredited institutions. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. For Grade 12: You qualify at the GS-Grade 12 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 11 level to meet the qualification requirements in the Federal Service. Experience for this position includes coordinating IT and telecommunications efforts in support of a large data capture and logistics operation (i.e., Decennial Census or other Censuses), as well as developing technical documentation, creating timelines, meeting development deadlines, and identifying IT infrastructure and system interface solutions. Education cannot be substituted at the Grade 12 level. Employees on a permanent appointment who were hired through a Recruiting Bulletin, who have not served in their current appointment for at least 90 days, are not eligible to apply.
