Duties
This job opportunity is located in the Systems Administration Section, Information Technology Support Branch (ITSB), National Processing Center (NPC), Jeffersonville, Indiana. The incumbent serves as Section Chief of the Systems Administration Section. The purpose of the position is to analyze/perform work necessary to plan, design, develop, acquire, document, test, implement, integrate, maintain, or modify systems within incumbent's span of control and for solving problems and accomplishing work processes by using computers. This position is not included in the bargaining unit.
The individual selected for this position will:
Provide information and guidance for office automation, microcomputer activities and Servers (Bare Metal, Cloud, Virtual) within the Division; recommending policy for the use of these technologies within the Division;
Provide analysis and evaluation of work concerned with NPC's integrated production and enterprise systems of computer programs and/or computer equipment;
Conduct and/or oversee the creation and implementation of workstation images, baselines, performance of systems-level evaluations, generation of hardware and software design specifications, system development projects, and the preparation of installation plans and procedures;
Provide efficient management and administration of the Section, including effective determination and utilization of space, equipment, supplies; satisfactory labor relations; effective personnel management, including such functions as awards, discipline, counseling, motivation and performance counseling and evaluation, etc.
Tour of Duty: Monday through Friday, 8:00 a.m. to 4:30 p.m. Alternate Work Schedule is available. Alternate Work Schedule is an 80-hour biweekly basic work requirement that is scheduled in less than 10 days; i.e., eight 9-hour days/nights, one 8-hour day/night, and one day off. Positions may include evening or weekend work, hours will vary.
Qualifications
Experience must be IT related demonstrating each of the four competencies listed below.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the servicers or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations.
Time-in-Grade: In addition to specialized experience, you must meet the time in grade requirement. Current Federal civilian employees must have held a position at the grade 12 for at least 52 weeks in the Federal Service for promotion to the grade 13. Time-in-grade/band requirements must be met by the closing date of the announcement.
Specialized Experience: You qualify at the 13 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 12 level to meet the qualification requirements in the Federal Service. Specialized experience is defined as experience leading projects and employees oversight on delegated assignments; meeting deadlines assigned by supervisors and/or management and IT Security offices; demonstrating familiarity with Federal Government standards, which includes POAMs (Plan of Action Milestones) and FISMA (Federal Information Security Modernization Act) or similar guidelines, and NIST (National Institute of Standards and Technology); and use of current Operating Systems Windows and RHEL.
Education cannot be substituted for the required specialized experience at this grade level.
