Duties
This job opportunity is located in the Document Services Branch, Planning and Prepress Section, National Processing Center (NPC), Jeffersonville, IN. This position is responsible for planning, coordinating, and directing the activities of a group of Automated Data Processing (ADP) professionals consisting of Information Technology Specialists. This position is not included in the bargaining unit.The individual selected for this position will:
Performs a full range of supervisory personnel duties and responsibilities;
Administers planning and utilization to assure compliance with the demands of assigned work and limitation imposed by priorities and time schedules;
Recommends the development of new methods and procedures and changes in existing practices for more effective operation;
Assigns work to employees based on priorities, selective consideration of the difficulty and requirements of assignments, and the employee's capabilities;
Carries out special assignments and reports on a daily basis to the Section Chief concerning situations and problems and consults on ways to correct these problems.
Tour of Duty: Hours will be range between 6:00 a.m. and 7:00 p.m. Monday through Friday. Alternate Work Schedule is available. Alternate Work Schedule is an 80-hour biweekly basic work requirement that is scheduled in less than 10 days; i.e., eight 9-hour days/nights, one 8-hour day/night, and one day off. Various flexible work schedules are available. Positions may include evening or weekend work, hours will vary.
Qualifications
Applicants must demonstrate in their resumes paid or unpaid experience and/or completion of specific, intensive training such as IT certification, as appropriate. Their IT-related experience should demonstrate each of the four competencies listed below:
Attention to Detail - Meticulous; thoroughly reviews and proofreads various IT-related data/information; dedicates focus to accomplish tasks that are complete, precise, and accurate to a given IT situation.
Customer Service - Works with clients and customers (that is, any individuals who use or receive IT services or IT products that the applicant's work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess IT needs, provide expert technical information or assistance, resolve fairly complex or non-routine problems, or satisfy expectations; knowledge of available products and services; committed to providing quality IT products and services.
Communication - Expresses technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, recognizes potential miscommunication, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies IT related problems using a variety of materials or sources; gathers and applies technical information to determine accuracy and relevance to moderately complex problems; uses sound judgment to generate and evaluate alternatives; makes decisions or recommendations that influence IT policies or programs and applies new developments to previously unresolved problems.
Time in Grade: In addition to specialized experience, you must meet the time in grade requirement. Current and former Federal civilian employees must have held a position at the grade 11 for at least 52 weeks in the Federal Service for promotion to the grade 12.
Specialized Experience: You qualify at the 12 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 11 level to meet the qualification requirements in the Federal Service. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized experience is defined as experience that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to Automated Data Processing (ADP) systems and software. Knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of AD system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project; Experience with high-speed/high-volume printers and scanners, computer languages such as Visual Basic for Applications, PostScript, and off-the-shelf software packages such as Microsoft Office (Access and Excel), Adobe Acrobat and postal processing software.
Education cannot be substituted at this grade level.
Employees on a permanent appointment who were hired through a Recruiting Bulletin, who have not served in their current appointment for at least 90 days, are not eligible to apply.
