You will serve as a MARINE BIOLOGIST in the ENVIRONMENTAL BUSINESS LINE of NAVFAC NORTHWEST.

Duties

You will evaluate plans and actions for compliance with environmental laws, regulations, and policies. You will review Environmental Assessments (EA's) and Environmental Impact Statements (EIS's) to ensure consistency with National Environmental Policy Act (NEPA) directives and associated regulatory compliance information. You will communicate environmental information and data on technical environmental issues to military and civilian communities. You will prepare and conduct briefings for supported commands, elected officials, the public, regulatory agencies, tribal governments, the chain-of-command, and others as needed. You will review schedules, cost estimates, and strategies developed by team members to ensure accuracy and determine if they are reasonable.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Writing or reviewing natural resources documents for technical accuracy, such as Biological Assessments under the Endangered Species Act, Marine Mammal Protection Act permit applications, Essential Fish Habitat Assessment, and other related documents; 2) Possessing knowledge of environmental regulations such as the Endangered Species Act, Magnuson-Stevens Fishery Conservation and Management Act, National Environmental Policy Act, or Marine Mammal Protection Act; and 3) Assisting with developing and maintaining project criteria, schedules, and budgets in conformance with project and Navy mission requirements. **NOTE** This information must be supported by your resume in order to be considered for the position. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess the following requirements:
  1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

  2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
