Duties

You will supervise a branch that provides utilities engineering services and technical subject matter expertise support in U-ICAP management, SRM management, GIS Program management and FRCS Program management. You will evaluate work performance of the branch. You will review completed work for timeliness and accuracy. You will review completed work for timeliness and accuracy. You will manage programs involving the operation and maintenance of Navy shore facility and utility infrastructure. You will provide public works management consultation services.

Qualifications

Selective Placement Factor (SPF): This position has an SPF which is CURRENT registration as a Professional Engineer (PE) or Architect (RA) in any State, the District of Columbia, the Commonwealth of Puerto Rico, or Guam. Do you meet this requirement? Note - If you respond "YES," you MUST provide a copy of your current registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the SPF and basic requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: Planning work to be accomplished of a division via subordinate supervisors, setting and adjusting short term priorities, and approving schedules for completion of work; Reviewing work schedules on a daily, weekly, monthly, or project basis; Conducting and directing various studies, investigations, and evaluation of the utilities systems and determining capabilities and deficiencies; Analyzing efficiency and effectiveness of operations; Evaluating and monitoring short and long-range planning and projects involving alterations, improvements, expansion, maintenance and repair of facilities and utilities systems; Providing technical direction for the timely correction of utility safety related issues and for issues involving operations and maintenance procedures/standards for equipment, plants and systems; and Developing and forecasting production, customer demand, consumption quantities, and cost for all utility commodities. Education

Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements above. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph 1 (above).
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
