You will serve as a Supervisory Transportation Operations Specialist (BSVE Fleet Manager) in the Public Works Business Line (PWBL) of Naval Facilities Engineering Systems Command (NAVFAC) Southeast located at Panama City Beach, FL.

Duties

You will ensure operations are accomplished in compliance with the transportation safety manual, procedures and regulations. You will maintain custody and preventive maintenance records on motorized vehicular equipment (e.g., cars, trucks, vans, carts, material handling equipment). You will assign work to junior employees based on priorities, difficulty of assignments or capabilities. You will analyze existing transportation policies and regulations to recommend changes for procedural improvements. You will assist in coordinating transportation and equipment support requirements (e.g., cars, trucks, vans, carts, forklifts, pallet jacks) for command programs.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require occasional travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • The incumbent in this position is on call 24 hours per day, 7 days a week based on situational necessities and is expected to respond to emergent demands.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Assists and recommends solutions to technical and administrative problems; 2) Develop and implement maintenance and inspection specifications, procedures, data sheets, instructions and other technical directive used to maintain Weight Handling Equipment and evaluate their performance and operating characteristics; 3 Develops, prepares, and submits documents, schematics, and other technical data relating to the alteration of Weight Handling Equipment to ensure that alterations and modifications adhere to all applicable standards and regulations; 4) Analyzes a wide array of technical data for the assessment of Weight Handling Equipment under varying conditions to interpret their operation and potential problems; 6) Recommends changes to existing procedures to improve operational efficiency and to reflect changing requirements of NA VFAC P-307 and NA VF AC P-300; 7) Plans and estimates material and labor charges to repair, test, and certify equipment to generate shop repair order (SRO) or other forms of work generating documents, designating responsible work centers; 8) Provide programs solutions to problems relative to acceptance of Weight Handling Equipment; 9) Assist in the development of lectures and training seminars for WHE personnel by means of classroom instruction, phone conference and webinars.
