POSITION IS FWD DEPLOYED TO PANAMA CITY, FL.
Duties
You will serve as Assistant Program Manager for all Weight Handling Equipment (WHE), Material Handling Equipment (MHE) and Certified Equipment within the Base Support Vehicle and Equipment product line.
You will be required to plan, estimate, schedule, authorize repairs, alterations, installations, and maintenance on all categories of WHE such as floating, mobile, crawler, bridge, gantry, monorail, fixed and jib cranes.
You will inspect and survey WHE to evaluate its condition, including identifying deficiencies and authorizing corrective action.
You will review all findings in a shop repair order, designating responsible work centers, detailing repair and maintenance procedures, manpower requirements, and necessary support equipment to accomplish the repairs.
You will be designated as a Condition Inspector and Test Director during routine Weight Handling Equipment certification evolutions and Audits both externally and internally.
You will make changes to existing procedures to improve operational efficiency and to reflect changing requirements of Instructions.

- You will be required to obtain and maintain a current valid United States driver’s license.

- Incumbent may be required to pass academic and practical tests to become licensed on Navy Cranes, forklifts, and aerial work platforms.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Qualifications
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Must possess an Original Equipment Manufacturer (OEM) technical certification for overhead or mobile cranes. (NOTE: Please submit a copy of your OEM technical certification with your application)
GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assists with inspection, testing, and certification of cranes, aerial work platforms, forklifts, boom trucks and related equipment.; 2) Monitors maintenance and repair costs for equipment to make recommendations to management concerning replacement and life cycle cost analysis; 3) Reviews operator daily checklists to generate necessary maintenance actions; 4) Conducts load tests and operational test on all Weight Handling Equipment (WHE) including lifting gear.
GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Uses blueprints, engineering drawings, diagrams, and/or other technical directives to provide input on the condition and operational characteristics of the Weight Handling Equipment or systems; 2) Utilizes MAXIMO to manage Weight Handling Equipment inventory databases by retrieving and editing equipment records; 3) Reviews electrical schematics to diagnose and troubleshoot electrical problems; 4) Calculates engineering units (such as pressure, torque, load moment, horsepower and crane balance point load) to determine the affect on stability of the Weight Handling Equipment.

In lieu of specialized experience at the next lower grade level, you may also meet the minimum qualifications with the following education:
Successfully completed a Ph.D. or equivalent doctoral degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.
OR
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.
