THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-1702-11 TRAINING TECHNICIAN (TITLE 32), Position Description Number D2065000 and is part of the MO HSC 110th Maneuver Enhancement Brigade. APPOINTMENT FACTORS: This position is a Temporary vacancy NTE one year in the Excepted Service. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW

Duties

Formulates, oversees and evaluates the overall training programs for the command. Develops short and long term training plans that support the commander's training guidance. Issues instructions and procedures to subordinate organizations for the conduct of activities which meet the commander's training guidance and directives of higher headquarters. Conducts and/or coordinates staff assistance visits and command level inspections in the area of training, physical security and readiness. Evaluates the mission essential task lists of subordinate organizations to ensure conformity with higher headquarters, commander's guidance and intent, Army doctrine, and regulatory requirements. Reviews training plans and schedules of subordinate organizations for approval and revision as necessary to ensure compliance with yearly training guidance. Provides technical guidance and assistance to subordinate commanders or other operations and training personnel pertaining to scheduling and conducting training. Evaluates organizational readiness reports and prepares recommendations for improvement/modification to organizational training programs. Develops, reviews and adjusts command level deployment and contingency operation plans. Reviews Risk Management assessments, plans, and policies of subordinate units and provides guidance and recommendations in accordance with the commander's guidance and regulatory requirements. Plans, organizes and assigns work to employees engaged in training, security and readiness at the command level. Assigns work and provides guidelines on methodology and scope of required performance. Interviews and selects employees, sets performance standards, and formulates appraisals of performance. Initiates personnel actions, adjusts informal complaints, and recommends disciplinary action as required. Provides guidance and assistance in implementing and following security measures for such items as documents, arms and ammunition, installation, and communication/automation equipment (COMSEC/COMPUSEC).

Requirements

  • Under a temporary appointment, employment is subject to termination at any time.
  • This position can be filled up to four years as long as funds are available to support it.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent status.

  • This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.

  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirement and is essential to accomplish the agency's mission.

Qualifications

MILITARY REQUIREMENTS: Since the position is temporary in nature, the compatibility requirements will be waived for a period of time not to exceed one year. Selecting official must verify that selected individual is currently assigned to a military unit in the Missouri National Guard and that the selection does not create grade inversion. Maximum Military Grade - MAJ (O-4) Minimum Military Grade - 2LT (O-1) Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess education and validated understanding of the basic principles and concepts of training program; and experience, education or training that demonstrates your ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures. GS-11 SPECIALIZED EXPERIENCE: Must possess at least 12 months experience equivalent to at least GS-9; or, three full academic years of progressively higher level college degree. Experienced in particular knowledge, skills, and abilities (Competencies/KSAs) to successfully perform the duties of the position. Additionally, all applicants must have completed two years of training experiences which equipped the applicant with the particular knowledge, skills, and abilities (competencies) to successfully perform the duties of the position. Knowledge of Army vision, values, organization, policy, and mission is mandatory. Knowledge in military training centers, training programs, schools, and units. Have experiences in conducting and developing education and training programs. Knowledge in the Army education and training policy requirements. Experienced in conducting, supervising, and/or developing education and training programs. Experienced in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge in conducting audio-visual presentations, educational tests and measurements, and instructing techniques is mandatory. Knowledge is mandatory of Army education and training programs in regard to their principles, policies, and procedures. Experienced in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products. Must have effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures. Experienced in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts. Experienced and effective communicator. Abilities and experiences in presenting professional courses and briefings; and proficient capabilities in writing reports and records. Experiences as a participant and presenter during training and military or civilian conference events. Experiences in organizing and preparing instructional materials. Understands and applies formal training objectives. Able to develop course syllabi, training project outlines, and daily and weekly lesson plans. Experienced in preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and supplement course outline. Experienced in the art of instructing personnel, such as determining the instructional methods for class size and subject matter. Capable of instructing students by lectures, discussions, demonstrations, group activities, and laboratory work. Experienced in subject principles and applications to students using audiovisual aids such as, mockups, graphs, training films, and film strips. Experienced in completing student progress evaluations and using training aids such as, achievement and aptitude tests and rating scales. Experienced in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction. Understands and applies basic classroom preparations for effective instruction using controlling factors such as, temperature, ventilation, lighting, cleanliness, and arrangement of desks and equipment. Experienced in maintains attendance records and requisitions supplies.

Education

Must possess an undergraduate academic degree with courses in education, grammar and composition, speech, psychology, guidance, and sociology; or social and behavioral sciences.
