THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-1702-05/06/07 TRAINING TECHNICIAN (TITLE 32), Position Description Number D2067000 in SPMD 2710 and is part of the MO HSC 110th Maneuver Enhancement Brigade. APPOINTMENT FACTORS: This is an Indefinite Excepted Service position. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

Administers the command's school program. Reviews, validates, monitors and makes recommendations concerning the forecasting of individual training requirements for subordinates elements. Identifies training opportunities and coordinates with higher headquarters to obtain school training quotas (Service, NCO, Special, etc.) to meet the requirements of the command. Monitors the execution of organizational training quotas and makes recommendations for reallocation. Inputs requirements into the automated funds management requisition and authorization system. Reviews, validates, and forwards approved automated requests for orders. Monitors the use of funds sub-allocated to subordinate units for individual training, collective training, annual training, and special training events conducted in inactive and active duty status. Verifies accounting classification data and coordinates with other organizations and higher headquarters to support unfunded events. Assists in the preparation of training directives, operations orders, deployment plans, and readiness reports. Assists with command readiness inspections. Conducts evaluations of subordinate training operations, security, safety, and deployment readiness planning. Provides assistance to operations/training personnel within the command in scheduling training areas, obtaining training aids, requesting equipment, and other required materials. Obtains, prepares, reproduces and distributes a variety of training aids, map overlays, and transparencies necessary for the efficient operation and training of the organization. Assists in implementing and following security measures for such items as documents, arms and ammunition, and communication/automation equipment (communication security/computer security). Performs other duties as assigned.

Requirements

  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirement and is essential to accomplish the agency's mission.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Maximum Military Grade - SSG (E-6) Enlisted - CMF 42 or 92; or predominate MOS of the organization Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess one year on-the-job experience; education and validated understanding of the basic principles and concepts of this position; experience, education, or training that demonstrates your ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform and learn to perform the duties of this position. GS-07 SPECIALIZED EXPERIENCE: Must possess 12 months of specialized experience that demonstrates your ability to assist in establishing training plans and programs, considering training directives and materials issued by higher headquarters; work with unit training personnel who are seeking technical guidance and instructions on the implementation of established training plans and programs; review training plans and programs of subordinate headquarters; and make recommendations to improve the quality of training and to ensure compliance with directives from higher headquarters. Basic knowledge of Army vision, values, organization, policy, and mission is mandatory. Experience conducting, supervising, or developing education or training programs; working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries; knowledge of audio-visual presentation, educational tests and measurements, and instructing techniques; scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. GS-06 SPECIALIZED EXPERIENCE: Must possess 9 months of specialized experience that demonstrates your ability to conduct or develop education and training programs; perform audio-visual presentations, educational tests and measurements, and instructing techniques; schedule training events and facilities; and provide support with assistance visits and training meetings. GS-05 SPECIALIZED EXPERIENCE: Must possess 6 months of specialized experience that demonstrates your ability to conduct or develop education and training programs; perform audio-visual presentations, educational tests and measurements, and instructing techniques; schedule training events and facilities; and provide support with assistance visits and training meetings. This position will be filled at the GS-05 or GS-06 trainee grades or the target grade of GS-07. An applicant who is selected at one of the trainee grades will have potential for promotion to the target grade of GS-07 without further competition. Promotion to full operating/journeyman level will be made after qualifications and eligibility requirements have been met and the incumbent is performing at the higher level in a satisfactory manner. Education

Education Requirements: High school or general equivalent degree is mandatory. An undergraduate academic degree, with courses in education, English grammar and composition, speech, psychology, guidance, and sociology; or, social and behavioral sciences, is desirable.
