This position is located at the Lebanon, PA VA Medical Center. Employees in this Supervisory Dietitian (Clinical Nutrition) assignment are the expert in clinical nutrition and oversees a complex Clinical Nutrition Section which involves providing administrative and technical supervision of GS-12 Dietitians and the oversight of the work of clinical dietitians at the GS-11 level and below.
Duties
The Supervisory Dietitian makes decisions based on intricate and unrelated information and assumptions from inconclusive or variable data in all aspects of nutrition operations. They are an essential part of the NFS executive leadership team. They provide professional and management support to the department and continuously strive to increase patient satisfaction and improve veteran experience. The Supervisory Dietitian is responsible for carrying out the strategic and business aspects of the Clinical Nutrition section. They support the NFS goals in alignment with the broader medical center mission and coordinate section activities with other services and units in the facility, clinics, and local community. The Supervisory Dietitian is responsible for ensuring compliance with internal and external regulatory authorities. They ensure evidence-based guidelines are integrated into clinical practice and collaborate closely with the Supervisory Dietitian (Food Operations) to enhance the Veteran's dining experience and to support the strategic goals of the food operations section.
Major duties include, but are not limited to:
Provides clinical nutrition section specific leadership serving as professional and technical advisor to staff and other health care professionals.
Has oversight over HR staffing, employee relations and labor relations in Clinical Nutrition section.
Exercises a full range of supervisory and personnel management authorities and assumes full responsibility in planning, directing, and assessing work of subordinate staff.
Establishes a training plan for the clinical section that is based on evidence based nutrition.
Develops and leads clinical nutrition operations.
Establishes strategic goals and ensure priorities align with the strategic plan of the NFS department, VISN and national programs.
Leads performance improvement efforts within Clinical Nutrition section, acting on quality improvement data and plans.
Identifies and prioritizes problems, sets long and short-term goals, develops action plans and analyses data to evaluate progress to improve outcomes.
Develops and updates policies and procedures and the establishment and oversight of a system for regulatory compliance.
Solicits support and/or negotiate with facility managers to influence decision making and garner support to ensure clinical nutrition operations are a success.
Collaborates closely with the supervisory dietitians to cover the work in all NFS and execute the activities of the department.
May perform other related duties as assigned which are appropriate for this grade and assignment.
Work Schedule: 7:00 a.m. - 3:30 p.m., Monday-Friday

Qualifications
All requirements must be met at time of application.
Basic Requirements:
United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Registration. (1) All applicants must hold the RDN credential from the Commission on Dietetic Registration (CDR) the credentialing agency of the Academy of Nutrition and Dietetics. Note: Applicants who hold the RDN credential have met the education requirement (e.g. bachelor's degree or higher) of CDR, as such this occupation is considered professional and scientific with a positive education requirement and the procedures in Part I, Chapter 4 of this Handbook will be followed when applying Veteran's preference.
Foreign Education. To be creditable, college and/or university degrees earned outside the U.S and its territories must be evaluated by ACEND® and meet ACEND®'s International Dietitian Education standards which are designed to provide graduates with the knowledge and competencies to sit for the CDR credentialing exam.
Grandfathering Provision. All persons employed in VHA as a dietitian on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and registration requirements or board certification, if applicable. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following apply:
Such employees may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.
Dietitians who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis until they fully meet the basic requirements of the standard.
Dietitians initially grandfathered into this occupation who subsequently obtain additional education and/or registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
Employees who are retained as a dietitian under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a dietitian.
English Language Proficiency. Dietitian candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f).
Grade Determinations: Supervisory Dietitian (Clinical Nutrition), GS-13
Experience. One year of experience equivalent to the next lower grade level.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:
Skill in written communication including policy development and
standard operating procedures.
Skill in strategic planning to develop goals, objectives and action
plans.
Skill in analyzing data to monitor progress towards improving and
sustaining outcomes.
Ability to negotiate.
Ability to supervise subordinate staff (i.e., plan, organize, delegate,
direct, control and review activities and performance).
