Duties
Serves as a manager at a Bureau of Prisons (BOP) federal correctional institution. Responsible for planning immediate and long range staffing needs. Develops a recruitment and staffing plan to identify management's needs. Responsible for overseeing staffing functions that include requesting certificates of eligibles, scheduling and conducting interviews, BOP-HIRES issues, and preparation of security clearance requests. Responsible for ensuring accurate guidance is provided on pay administration issues. Responsible for local labor management negotiations. Responsible for administering the leave program in a fair and consistent manner in accordance with the law and other applicable rules/regulations.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. GS-12: There is no substitution of education for specialized experience for this position at these levels. OR Experience: GS-11, and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GS-11:
Experience working with a Human Resource program for an organization with a variety of administrative and professional occupations.
Experience providing guidance on human resource programs and issues to employees.
Experience reviewing employment applications, interviewing and processing applicants and/or new employees, assisting employees in resolving employment issues and coaching and/or instructing employees.
GS-12:
Experience working with multiple Human Resource programs for a large organization with a variety of administrative and professional occupations.
Experience providing guidance on multiple human resource programs and issues in a large organization to managers/supervisors.
Experience drafting labor management correspondence such as disciplinary letters and grievance response’s, applying organizational policies as it relates to hiring, and implementing professional developmental programs for employees.
OR Combination of Education and Experience: GS-11 only: Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
