This is a Regular Full-Time category position with guaranteed 40 hrs. per week. Employees appointed to a Regular category position are eligible for benefits.
Duties
Manages all real property sustainment, restoration, modernization and new construction projects for the 502 FSS. Prepares studies and analyses that justify projects as the most feasible alternatives to satisfy program needs. Conducts economic analysis of alternatives for projects as directed, advises the CL on findings, conclusions and recommendations. Develops functional project requirements through the preparation of project development brochures, drawings, and layouts to determine relative positions of components of intricate mechanisms. Performs work of broad scope and complexity that requires application of demonstrated ability to interpret, select, adapt, and apply many guidelines, precedents, and engineering principles and practices which relate to the area of specialization. Develops and maintains a current inventory of all facilities. Analyzes proposed projects for financial viability through the preparation of return on investment (ROI) analyses for all projects; advises the CL on findings, conclusions and recommendations. Serves as the single point of contact for coordination in the preparation of project data forms (DD 1391) and supporting documentation. Submits required programming documentation for all projects. Assists in the design and design review of all minor construction and nonappropriated fund major construction projects. Provides overall management of assigned projects. Reviews project plans and specifications. Inspects material equipment delivered to the site to insure they meet required specifications. Oversees work to ensure work is being accomplished in accordance with designs, specifications and generally accepted work practices. Inspects both work in progress and completed work to ensure acceptable levels of workmanship and compliance with health and safety standards. Maintains a daily log (history) of projects that includes recording facts concerning work activity, work force composition, equipment in use, results of inspections, accidents, visitors, weather conditions and unusual events. Prepares staff papers, briefings, and recommendations to address/resolve problem areas. Maintains liaison with the 502 CES with respect to project programming, construction progress, master planning, facility requirements and utilization, and status of projects. Follows work orders from inception to finalization serving as the focal point for 502 FSS Managers, Deputy, and operations Officers. This position is embedded within the 502 CES at JBSA-LAK, and will have to travel between all three JBSA locations to oversee construction projects. This position reports directly to the 502nd Force Support Squadron Operations Officer. Work involves regular and recurring exposure to dust, strong odors, or fumes, high levels of noise, dust, electrical hazards, and outdoor conditions. Performs other duties as assigned.

Requirements
- This position requires the incumbent to complete a background investigation with favorable results.
- This position has physical requirements which require the incumbent to complete a pre-employment physical. Must be able to lift up to 40lbs.
- This is a drug testing designated position. The incumbent is subject to random testing drug use. Must have a valid driver's license.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
- This position has a requirement of U.S. Citizenship or Legal U.S. Resident for a minimum of 3 years and must reside in/around the area.

Qualifying Experience:
Experience governing both APF and NAF project development, design and project execution. Work experience managing construction projects.
