The primary purpose of this position is to manage the full scope of trainer projects. Includes development of designs, plans, specifications, feasibility studies, cost studies, engineering drawings, manufacturing processes and analysis, and operational requirements.

Duties

Performs senior project technician duties. Serves as Project Technician for large, highly complex training systems with significant budgets. Develops new design techniques and alternatives to improve trainer designs. Develop Cost and Feasibility studies. Determines funding, personnel, and equipment requirements based on preliminary design and specifications. Oversees development and integration of new manufacturing technologies into trainer designs. Develops specifications for procurement of material and services.

  • Occasional TDY will be necessary to gather information or work on trainers.
  • May be required to work nights, weekends and holidays.
  • Work frequently performed outside at sites with rough terrain and requiring climbing, crawling and crouching for extended periods of time. Lifting of more than 50lbs is sometimes required.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Must be able to obtain and maintain a Secret Security Clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support, Engineering Technical Series 0802. SPECIALIZED EXPERIENCE: I have one year of specialized experience at least the GS-11 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes: applying engineering principles, advanced design analysis and mathematics and their application to mechanical systems, use of electronic circuits; extensive knowledge of engineering functions such as design, development, evaluation, testing, installation and maintenance of trainer equipment; developing trainer requirements, defining design approach, and planning for manufacturing and assembly processes; and monitoring work for compliance with contract requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS- 12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough knowledge of basic engineering principles, mathematics and their application to training systems and knowledge of Computer Aided Design (CAD) software use to design complex assemblies. Thorough knowledge of mechanical systems operations and manufacturing techniques. Ability to communicate effectively through both orally and written correspondence and the ability to influence and persuade uncooperative groups or people. Ability to prepare feasible plans, accurate specifications, and budget estimates for the fabrication of training devices. Ability to organize, schedule and direct multiple parts of a complex projects and design complex mechanical systems and direct their manufacture. Must be familiar with contracting procedures, policies and regulations. PART-TIME OR UNPAID EXPERIENCE: redit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
