The primary purpose of this position is to provide the organization with the services of a management analyst to perform the necessary work associated with all personnel and manpower matters for the organization and act as liaison with the Civilian Personnel/Manpower Offices on such matters.

Duties

Functions as liaison between the element and appropriate organizations locally on all aspects of manpower/personnel providing staff support in the areas of personnel management and organizational manning to frequently accomplishes studies/analysis of manpower and personnel programs. Provides management support services in the areas of workload and organizational management and analyzes requests for changes to organizational structure, checking for duplication of responsibility, ratio of supervision, increase in high grades, and conformance with governing instructions. Monitors and tracks civilian manpower and personnel actions to independently and effectively process a variety of personnel and manpower transactions and assist in working with management on various aspects of the civilian personnel program to prepare paperwork to initiate a variety of personnel and manpower actions for employees. Represents and participates in meetings and conferences or serves on panels or committees to perform necessary background research, evaluation, and analysis in advance to be fully prepared to actively participate as a team member and provide valid input and/or recommendations and contribute to successful accomplishment of conference/meeting objectives. Work to achieve and support quality improvement in all products and services and to comply with safety and security regulations to ensure a safe and effective working environment.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions; Management and Programs Analysis Series, 0343; Administrative and Management Positions. Link: OPM Qualification Standard for Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in processing personnel and manpower transactions, providing management advice on effective and economical management of manpower resource; participates and/or facilitates in strategic planning to improve organizational direction and focus using appropriate strategic planning tools and techniques, and actively participates in reviews of activities being considered for conversion to contract operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of manpower and personnel issues within the organization. Skill in applying personnel, manpower procedures and practices and applicable safety, security, and housekeeping guidelines. Knowledge of organizational workload requirements and procedures. Ability to analyze data to determine changes and trends. Ability to gather, assemble, and analyze facts, draw conclusions, and devise solutions to problems. Ability to communicate effectively, both orally and in writing. Ability to advise others and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
