This position is located at the VAMC San Francisco, Planning office. The Health System Specialist is responsible for areas including the following: development of organization's strategic plan, analysis of demography and epidemiology of the market area, development of new organizational initiatives, facility planning and compliance with Historic Preservation/National Environmental Policy Act, optimization, and planning for SFVAMC and VA/Integrated Hospital System joint initiatives.

Duties

The Health Systems Specialist must analyze situations and develop plans to allow the organization to accomplish various objectives specific to a given situation. (Situations may involve opportunities, risks, national VA initiatives, etc.) Develop written planning documents, prepare and deliver presentations to multiple groups, conduct sophisticated analyses which may include computer modeling and financial assessments, and lead project groups that may be very large and multidisciplinary in nature. The nature of the projects will often require short turnarounds and frequently require development of extensive documents that will be sent forward to VISN and VHA HQ staff for assessment and support. The Health Systems Specialist is free and expected to be creative and use their background and technical knowledge to problem-solve. Overall accountability is to the Chief Engineer of the San Francisco VAMC. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. This series has an Individual Occupational Requirement (IOR). An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. Education: Undergraduate or Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPTS REQUIRED).OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: 1. Missions, organizations, programs, and requirements of health care delivery systems; 2. Regulations and standards of various regulatory and credentialing groups; and 3. Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision of In-service placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the above Individual Occupational Requirement (IOR), applicants must also meet the experience and/or directly related education relevant to this position listed below. GS-12: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: plans, schedules requests for resources and makes recommendations based on needs; reviews policies and procedures related to healthcare programs and addresses program issues with appropriate stakeholders; provides guidance and advice on program specific matters such as legislative issues, the development and implementation of policy or program initiatives, protocol issues, and other important correspondence or related matters; participates in strategic planning throughout the healthcare system to produce decisions and actions that shape and guide the organization's purpose and activities. GS-13: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 12 in the normal line of progression for the occupation in the organization.Examples of specialized experience would typically include, but are not limited to: analyze situations and develop plans to allow the organization to accomplish various objectives specific to a given situation. (Situations may involve opportunities, risks, national VA initiatives, etc.) The incumbent must develop written planning documents, prepare and deliver presentations to multiple groups, conduct sophisticated analyses which may include computer modeling and financial assessments, and lead project groups that may be very large and multidisciplinary in nature, Extensive knowledge of analytical techniques, data sources, data flow and modeling capabilities to advise the Chief Engineer and Medical Center Director. Position requires the incumbent to have extensive knowledge of the following: strategic planning, financial planning, organizational theory, healthcare policy, VHA policy and planning guides, modeling practices, and computer tools including spreadsheets and databases. Incumbent should have academic preparation at the master's degree in healthcare management or business administration (desirable but not required) and extensive experience in healthcare delivery. Knowledge of academic healthcare management is preferable. Qualifications continued:

Preferred Experience: Space Planning is related to accomplishing space activations or realignments within an operating clinical environment. Ideal candidates would have working histories with Clinical Services Chiefs and Executive Leadership to ensure impacts are understood and decisions are fully vetted. Understanding planning and procurement of Medical Equipment within the VA is necessary for success. Preferred experience relates to procurement planning and execution as demonstrated by being qualified as a Contracting Officers Representative (COR), and experience with implementation to include Logistical administration such as delivery coordination, warehousing, transportation, installation, and commissioning functions.

POSITION REQUIREMENT: The position requires the incumbent to possess a valid, State Driver's license required to operate a motor vehicle. In addition, if selected for the position, the applicant must provide a copy of their driving record. Please note that applicants should state in their resume that they possess a valid State Driver's license and disclose any incidents/accidents, within the past five (5) years. It is recommended that applicants include in their resume the size and type of vehicles (standard vehicle, trucks, buses) they have operated and how frequently.
