This position is located in the Department of Housing and Urban Development, Office of the Chief Administrative Officer. Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Data Analyst, you will: Exercise professional responsibility in analytic evaluative design and employing quantitative methods on issues which affect one or more of the major OCAO issues or programs (e.g., Status Reporting on Work Order Management). Develop and coordinate new and/or revised policies and management methods using data obtained via SAS, Strata, SPSS, Python, R, or other statistical software to analyze OCAO program data. Provide advice, by written reports or orally, on broad aspects of OCAO operations and on general conditions affecting the operation of programs within OCAO. Conducts research to identify causes of data collection / storage / quality issues and delivers expert business intelligence capabilities with respect to data governance, data visualization, data and management analytics, organizational capacity, and Administrative Services Information Technology enterprise infrastructure.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: -Performing quantitative and qualitative analysis for assessing administrative programs and supporting executive decision making; AND -Collecting large-scale datasets through multiple mechanisms (e.g., surveys, focus groups, databases/data warehouses) for data analysis; AND -Prepare and deliver technical/narrative reports for making policy or program decisions; AND -Creating consumable data visualizations to promote understanding of results or trends (graphs, charts, dashboards). Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: -Performing quantitative and qualitative analysis for assessing program effectiveness; AND -Collecting data through multiple mechanisms (e.g., surveys or systems) for data analysis; AND -Preparing and delivering technical/narrative reports for making program decisions; AND -Reporting results or trends in graphs, charts, or dashboards. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
