The primary purpose of this position is to serve as a finance management specialist responsible for developing, implementing, and controlling financial aspects of Field Contracts. In addition, the position advises and provides recommendations to Field Contracts and DCSA senior leadership, as directed, on broad financial matters regarding DCSA strategic objectives, and DOD-level policy as it pertains to the Fieldwork Services Contract.

- Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
- If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
- Maintain a COR Level III certification which allows the team to interpret and execute the terms of the contracts.
- In accordance with Department of Defense (DoD) Instruction 1300.26, “Operation of the DoD Financial Management Certification Program
- This position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment.
- If he or she is not already certified at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position.
- Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Researching and data collection methods and statistical/trend analysis to integrate historical and subjective feedback to develop forecasting models and evaluate criteria to assess Field Contracts finances. Conducting analysis on complex financial data to project, request and track appropriate and sufficient contract funding. Creating cost analysis models to forecast expenditures and spend run rates.

Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
