About the Position:
This position is located at Fort Novosel, Alabama, home of the United States Army Aviation Center of Excellence. Fort Novosel is located in the "Wiregrass" area in Southeast Alabama, surrounded by Enterprise, Ozark and Daleville. The geography and climate are ideal for year-round military training. Recreation activities are abundant in the immediate and surrounding areas for family and fun.
Duties
Serve as a Lead Defense Travel Administrator (LDTA) with authority to coordinate and provide advice and assistance to an organization on travel, authorizations, vouchers, and a travel system.
Serve as Government Travel Charge Card Program Manager for USAACE, which involves the consistent application of governing directives, policy, and guidance.
Analyze command policies pertaining to a Government Travel Charge Card by determining issues and facts for reaching proper conclusions.
Review and analyze financial reports to track fund execution, correct errors and support joint reviews.
Serve as a Travel System Debt Management Monitor (DMM) identifying and processing travel records having potential overpayment.
Conduct studies of financial an accounting system problems in coordination with budget, policy and functional staffs.
Develop Innovative training courses and curriculums to provide a Travel System Training to travelers.
Train staff in automated procedures such as a Defense Travel System, General Enterprise Business System, and an Electronic Automated System for a Travel Card Program.
Serves as the technical authority in the fields of travel, Travel Charge Card Program and Systems, debt and reconciliation of financial systems interface errors.
Use a system such as a charge card Electronic Access System (EAS) to prepare and process new applications, complete hierarchy transfers and perform billing disputes.
Provide technical advice on accounting requirements, polices and local procedural systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment requires incumbent to obtain and maintain a Secret Security Clearance.
- Appointment requires the incumbent to obtain and maintain a Financial Management (FM) Certification Level 2.
- Appointment requires the incumbent to work overtime the work schedule as needed.

To qualify for this position, your resume must reflect one year of specialized experience which includes: 1) Administering automated financial sub-systems such as an organization wide Travel System, Debt Management Module, Compliance Travel Tool, Travel Charge Card Program, and an Electronic Access System for a Travel Charge Card Program. 2) Developing and executing training to travelers, cardholders, Agency Organization Program Coordinators and Organizational Travel Administrators. 3) Reconciling interface data between systems such as a Defense Travel System and an Enterprise Resource Planning System. 4) Utilizing a compliance tool to resolve potential improper payments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
