This vacancy is for a Safety and Occupational Health Specialist in the Office of Facilities and Environmental Quality (OFEQ) within the Department of Commerce.
Duties
As a Safety and Occupational Health Specialist, you will perform the following duties:
Develop safety policy and compliance and perform management evaluations of bureau and organizational safety programs.
Identify and evaluate potential occupational health hazards and recommend control measures to eliminate unsafe conditions and practices.
Manage compliance programs in accordance with federal, state, and local regulations.
Develop and review plans and policies related to program operations.
Develop and conduct safety training programs; prepare written reports and procedural documents.

Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non-supervisory positions cap out at interval 3 of the band.
The ZA-04 is equivalent to the GS-13/14 grade levels.
To qualify at the ZA-04 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 level (or equivalent band) in the Federal service. Specialized experience is defined as:
Planning and managing an occupational safety, health and environmental compliance program for an Agency or business; developing safety policies, procedures, and training programs; and performing safety evaluations and studies to provide technical advice to leadership on safety program issues.
