You will serve as the Air Cushion Vehicle (ACV) Performance Technical Area Expert (TAE) (E34) within the Air Cushion Vehicle Engineering Branch (E34) under the Expeditionary Systems Division (E30) at the NAVSURFWARFCTR PANAMA CITY DIVISION. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

Duties

You will provide technical oversight and analysis of Air Cushion Vehicle (ACV) unique performance characteristics in support of design, analysis, demonstration, and test and evaluation of those systems. You will mentor and coach a diverse team of individuals in the execution of Systems Engineering and System Test Engineering activities. You will utilize Capability Maturity Model Integrated (CMMI) or similar Systems Engineering Process disciplines and DOD acquisition policies as it applies to the full life cycle of military expeditionary systems. You will successfully provide support and input to the Hull, Mechanical and Electrical Project Manager's planning related to Air Cushion Vehicle (ACV) specific technologies. You will utilize expertise in Air Cushion Vehicle modeling, finite element analysis (FEA), and computational fluid dynamics (CFD) to ensure the technical integrity of products and advise science and technology related projects within the branch. You will use your knowledge of ACV enhancements to ensure effective technology transition into production ensuring applicable patents are processed. You will utilize knowledge of NAVSEA Engineering and Technical Authority Policy as it relates to Engineering Agent Responsibility Document assignments to engage with Technical Authority. You will create, author, and review programmatic and technical documents (e.g. plans, reports, analyses, policy) and develop other written correspondence, proposals, action plans, briefs, point papers, and contracts in a succinct, organized manner. You will communicate authoritatively orally and in writing at all levels of the organization to include flag officer and Senior Executive Service level informing and advising on execution status.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower band, ND-05 (GS-14/15) or equivalent experience in the private or public sector as a professional engineer providing technical oversight and analysis of Air Cushion Vehicle (ACV) unique performance characteristics in support of design, analysis, demonstration, and test and evaluation of those systems. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
