Duties
As a Procurement Analyst, you will be responsible for the following duties:
Responsible for understanding EBS procurement systems functionality and business capabilities, especially the automated one-time buy and DLA Internet Bid Board System (DIBBS) functions.
Lead a team of Business Process Analysts to complete projects related to the web quoting system and EBS procurement systems of ECC and SRM.
Serve as an expert analyst and Sub-Process Owner for the web quoting system and advisor to the procurement Process Owner and other senior level management on functional programs and process improvement initiatives.
Responsible for review of internal procurement system controls covering the procurement process and the overall supply chain.
Responsible for EBS procurement system interrogation, maintenance, and analysis of transactions for process specific information.
Prepare correspondence and briefing materials, job access requests, user emails, job aids and EBS system change enterprise communications.
Demonstrates expert knowledge of contracting methods, concepts, governing regulations, principles, practices, policies, laws, precedents, and guidelines governing the Procurement process, such as the Federal Acquisition Regulation (FAR), DFAR, DLAD).
Represents DLA Land and Maritime on procurement process management and special programs during major process redesigns.
Develops and presents briefings of complex subject matter/data analysis to management to include senior Agency leadership.
Analyzes complex data regarding past, present, and projected procurement process activity; recommends process improvements based on analyses and/or trends.

Qualifications
To qualify for a Procurement Analyst, your resume and supporting documentation must support:
A. Basic Contracting Requirement: A) A baccalaureate degree form an accredited education institution authorized to grant baccalaureate degrees OR B) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirement of "A" above.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cutoff/closing date of the announcement. Creditable specialized experience includes:
Experience monitoring special procurement system-related programs and testing efforts relative to changes in procurement processes.
Experience with developing procurement system functional requirements.
Experience with EBS procurement system's automated one-time and DLA Internet Bid Board (DIBBS) interrelationships, process performance critical data, and performance metrics.
Understanding a wide range of work methods and processes, data management, operating procedures, and associated administrative operations impacting the procurement process.
Applying and adapting analytical techniques and evaluation criteria to investigate, analyze, and evaluate the effectiveness and efficiency of activities within the procurement process area.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
