The primary purpose of this position is to lead three or more Non-Destrutive Inspection (NDI) technicians to accomplish trades and/or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards.
Duties
Leads a team of trades and/or labor workers
Performs work. Performs nonsupervisory trades and/or labor work that is usually of the same kind and level as members of the work crew led. Performs the entire spectrum of trades/and or labor task appropriate for the occupations and grade of the team for which they are the assigned working leader
Using the Radiography, ultrasonic, eddy current, magnetic particle, penetrant, and optical processes, performs inspections of aircraft, engine, missile, ground support equipment, parts and components, support equipment structural members, components, parts, and other materials for which inspection procedures are/or are not available
Analyzes oil samples and hydraulic fluids taken from aircraft engines. Reports findings for inclusion in data report to Oil Analysis Program (OAO) Headquarters monthly

- Must be able to obtain and maintain the appropriate security clearance
- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
- Required to be qualified for working with and/or removing hazardous materials
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license and flight line license is required for the position
- Will be required to certify to NAS 410 standards in five (5) NDI methods, (Magnetic Particle, Penetrant, Eddy Current, Ultrasonics, and Radiography)
- May be required to participate in contingency situations, real world, and exercise, as directed
- Primary duty hours will be for night shift, but may be required to work other than normal duty hours and tours of duties such as rotating shifts, overtime, weekends, call back, uncommon tours of duty, holidays, etc.
- May be required to carry a cellular phone
- May be required to travel/deploy TDY as directed by management, sometimes on short notice and overnight stays, traveling by military or commercial aircraft or by any other designated means
- Perform other related duties as assigned
- This is a drug testing designated position. The incumbent is subject to random testing for drug use
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WL-3705-11 Nondestructive Tester Leader position. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work of a Nondestructive Tester Leader without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Working knowledge of a wide range of NDI and Oil Analysis principles, processes, and techniques of trade(s) and/or craft(s)
Knowledge of safety regulations, practices, and procedures.
Knowledge of the use and maintenance of tools, equipment, and equipment common to trades and labor work performed by the group being led
Skill in performing the trade and/or labor work of the group being led
Ability to lead a team of three or more labor or trade employees
Ability to plan and organize work assignments to include determining resources required to accomplish mission
PHYSICAL EFFORT: Prolonged standing, frequent lifting of parts and materials weighing up to 50 pounds without assistance or use of lifting devices or other workers is required. Subject to eyestrain when using black light. Both hands and good eyesight required. Work requires stooping, bending, reaching, stretching, and climbing in, on, or through aircraft with equipment.
WORKING CONDITIONS: Works inside shop and in areas adjacent to or removed from the shop. Exposed to oils, which may cause dermatitis or allergy. Subject to possible radiation damage of body tissues. Wears radiation monitoring devices, standard safety equipment, and protective clothing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
