The incumbent serves as a Program Specialist to the Executive Director, Office of Management, Planning and Analysis (MPA), Office of Human Resources and Administration (HR&A) in a Human Resources capacity. The incumbent's responsibilities include, but are not limited to, the following duties.

Duties

Serve as a Program Specialist to the Executive Director, Office of Management, Planning and Analysis (MPA), Office of Human Resources and Administration (HRA) in a Human Resources capacity. Serve under the general supervision of the Director, Human Resources Liaison, who defines the objectives and priorities of the work of the office. Collaborate in planning and carrying out assignments and solves problems which arise independently in accordance with the established policies and practices of the office. Follow guidelines of all applicable laws, regulations, policies, procedures, and precedent setting cases pertaining to human resources assignment and to the clerical and substantive processing of personnel actions. Contribute to the improvement of productivity, effectiveness, and efficiency of operations throughout the staff offices of the Office of Human Resources and Administration.

Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. GS-11 To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the Supervisory Correspondence Analyst. Specialized experience is defined as work that involve:(1) Make recommendations to management officials and employees, on a wide range of human resources management activities. (2) Analyze and evaluate special projects and action items for efficiency of operations; and (3) Collaborate in planning and carrying out assignments and solves problems which arise in accordance with established policies and practices of the office. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related Or Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements.
