This position is located in the Bureau of Consular Affairs, Office of the Executive Director, Human Resources Division (CA/EX/HRD). This position is responsible for reviewing, preparing and/or coordinating controversial, high priority and complex position classification request.
Duties
Provides expert advisory services to management to assess accuracy of request and to ensure new positions are consistent with staffing approved organizational structure, and missions and functions in Volume 1 of the Foreign Affairs Manual (1FAM).
Conducts interviews with employees and managers to obtain information, about the proposed duties and responsibilities and other positions to determine appropriate positions classification based on OPM and other criteria to the job-related facts.
Consults with management concerning complex and controversial classification issues and decisions by communicating grade distinctions with supporting criteria and justification in a written evaluation statement.
Develops internal guidelines to carry out classification advisory services. Trains managers and supervisors on classification HR systems. Gathers, reviews, and organizes information for use by HR staff in adjudicating position classification appeals.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience researching, interpreting, and applying appropriate Federal laws, regulations, policies and guidelines in the human resources functional area of classification;
Experience providing authoritative management advisory services, which includes researching, analyzing and evaluating the issues, determining applicable precedents, recommending innovated methods and strategies to resolve complex integrated human resources problems, and identifying the most effective approach;
Experience drafting a variety of reports, letters, memoranda, position descriptions, position evaluation statements, and other correspondence on a full range of sensitive management issues;
Experience meeting and dealing with managers and employees at all levels in situations of a highly sensitive nature.
There is no substitute of education for specialized experience for the GS-13 position.
